This vacancy may be filled at the Accountant-Auditor I or II level. Candidates need only to apply once; all applications will be screened for the minimum requirements at the highest level they are qualified for. In the case of higher-level vacancies, names from the eligible list will be referred based on qualifying level. For lower-level vacancies, higher level candidates on the eligible list may not be excluded from being referred. 

Under direction, performs professional accounting and auditing work; records and reports financial transactions for the County; reviews departmental accounting records for accuracy; prepares financial reports, statements, and special financial analyses. Performs technical and administrative tasks in the process and maintenance of budget, expenditures, grants, payroll, contracts and contract management, taxes, and other financial related data.

Position Duties

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other related duties may be required and assigned.

1.   Maintains accurate and complete complex fund and tax records and prepares necessary financial and statistical reports.
2.  Reviews accounting, financial, and source documents to ensure accuracy of information and compliance with rules and regulations; determines proper handling of financial transactions; reviews, investigates, and directs the correction of or corrects errors and inconsistencies in financial entries, transactions, documents, and reports; approves transactions within designated limits.
3.  Researches, audits, and analyzes financial transactions and models to resolve questions and validate data; ensures fiscal accountability and fund integrity for all transactions, allocations, distributions, and documentation.
4.  Records and approves revenues and expenses according to schedules; reconciles and resolves differences; makes journal entries; transfers funds as authorized.
5.  Maintains and analyzes a variety of grants, funds, tax projects and contracts; trains county department representatives on accounting policies and procedures within the functional areas of expertise.
6.  Prepare and generates county payroll, audits and processes personnel action forms and payroll deductions; implements and monitors compliance with labor agreements; prepares payroll reports.
7.   Monitors compliance with generally accepted accounting principles, state and federal regulations, contracts and agreements, and County procedures.
8.   Prepares work papers, compliance reports and various reports for the county, state, federal and other agencies, and for internal auditing.
9.   Organizes and maintains accurate and detailed databases, files, and records; verifies accuracy of information, researches discrepancies, and records information.
10.  Provides guidance and recommendations to County clerical fiscal support staff and/or new employees.
11.   Analyze historical and actual expenditures for budget development and projection, and cost allocation.
12   Analyzes, reviews, and organizes workpapers for single audit reporting.
13.  Performs county-wide reconciliations and analysis of financial transactions for financial reporting.
14.  Interprets accounting standards and collaborates with higher level accountants for county-wide implementation.
15.  Performs other duties as assigned. 

Minimum Qualifications

Knowledge of:

Generally Accepted Accounting Principles pertaining to public and governmental accounting, cost accounting, fund accounting, and financial reporting; financial, operational, performance, and compliance auditing procedures including Generally Accepted Auditing Standards; methods and practices of audit work preparation, report writing and presentation, and identifying and developing recommendations for improvement; research, analyses, and reporting methods, techniques, and procedures; applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relative to assigned area of responsibility; recordkeeping principles and procedures; and modern equipment and communication tools used for business functions, including computers and software programs relevant to work performed. 

Ability to:
Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to County accounting and auditing; perform a variety of professional accounting duties involving judgement and discretion in the analysis and application of accounting and auditing principles and practices; analyze, interpret, draw conclusions, summarize, and present information and data effectively; prepare clear, complete, and concise financial and audit documents and reports; independently organize work, set priorities, meet critical deadlines, and follow-up on assignments; communicate clearly and concisely, orally and in writing; and establish and maintain effective working relationships at all levels of the organization and with the general public.

Education and Experience:
Accountant-Auditor I
Bachelor’s degree in accounting, business administration, public administration, or related field; and one year of accounting, fiscal, or statistical recordkeeping experience. Some positions may require cost accounting or payroll experience.

Accountant-Auditor II
Bachelor’s degree in accounting, business administration, public administration, or related field; and two years of accounting, fiscal, or statistical recordkeeping experience. Some positions may require cost accounting or payroll experience.

Other Qualifications


Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; may require prolonged visual concentration; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry, using calculators and/or ten-key data entry methods, or use of other office equipment or supplies. Work is primarily performed in an office environment and the position may require prolonged periods of computer and monitor use.

Disaster Service Workers: 
All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County. 

License or Certificate:
This classification may require a valid California driver’s license.
