The Department of Budget and Fiscal Services (BFS), Accounting Division, is looking to fill an Accountant I/II position in Honolulu at the Fasi Municipal Building. This position applies professional accounting principles and practices to support and maintain accounting systems. Incumbents perform a range of accounting duties, including preparing financial reports and statements in accordance with accepted standards, analyzing financial data, and maintaining ledgers and fiscal records.

What You Will Do as an Accountant I:
  • Perform routine accounting assignments under close supervision to develop accounting knowledge and skills.
  • Assist in preparing worksheets, financial reports, exhibits, and statements.
  • Compile and evaluate fiscal data.
  • Maintain ledgers and other fiscal records.
  • Identify and correct basic errors in financial records.
What You Will Do as an Accountant II:
  • Continuously review and evaluate the financial condition of the department's accounts.
  • Prepare worksheets, financial reports, exhibits and statements in accordance with generally accepted accounting standards.
  • Assist departments in formulating an expenditure program for the approved operating budget.
  • Compile and prepare financial reports and statements.

Career Progression:

  • Upon successful completion of probation and demonstration of satisfactory work performance and years of experience at each level, an Accountant I/II may progress up to the independent Accountant III level.  

  • Promotional opportunities beyond the Accountant III may also be available, offering expanded opportunities for professional growth and career advancement.

Minimum Qualifications

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Level I & II: Equivalent to graduation from an accredited college or university with a major in accounting or a related field with at least 12 semester credits in accounting or auditing courses. Six of the 12 credits must be above the beginning or elementary course level and from an accredited four-year college or university.

Students who will graduate with a Bachelor's degree in accounting or a related field in the current Spring 2026 semester may apply for Accountant I.

Substitution: Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree in accounting or a related field with courses in accounting. 

The education requirement must be met at the time of application.  Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Education Verification:  Education information must be listed clearly on your application. If available, please attach a legible electronic copy of your diploma, official transcripts, and/or applicable foreign credential evaluation to your application. As part of the hiring process, you may be asked to furnish documentation to verify your education to move forward for further consideration. 

EXPERIENCE REQUIREMENT: 
Level I: No experience required.

Level II: One (1) year of experience in professional accounting.

Substitution: A Master's degree in Accounting from an accredited four-year college or university will substitute for the one year of professional accounting experience.

The Master's degree in Accounting must be met at the time of application.  Please refer to the above Education Requirement section for education verification requirements. 

Applicable Skills Needed:
  • Knowledge of accounting principles and governmental financial reporting standards.
  • Ability to prepare and analyze financial statements and reports.
  • Ability to produce complete and accurate financial reports and documents.
  • Ability to analyze data, detect errors and correct inconsistencies in accounting records.
