Position Duties
Under general supervision of the Assistant Chief Financial Officer, the contingent/temporary Accounting Technician performs a variety of technical accounting and fiscal support duties for the Health and Human Services Office of Finance. This position supports the preparation and maintenance of accurate financial records and reports in compliance with County, State, and federal requirements. Duties include preparing and posting journal entries; running, reviewing, and reconciling financial reports; assisting Accountants with account analysis, reconciliations, audits, and fiscal close activities; and completing required State statistical and financial reports. The Accounting Technician also provides support to Accounts Payable and Accounts Receivable functions, including data entry, transaction processing, and reconciliation of financial records. This position requires accuracy, attention to detail, and the ability to work independently while meeting established deadlines. The Accounting Technician communicates regularly with finance staff, program staff, and external agencies and is expected to maintain a professional, cooperative, and service-oriented approach in a collaborative team environment.
HYBRID SCHEDULE
The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
Minimum Qualifications
OUR HIGHLY QUALIFIED CANDIDATE
Our highly qualified candidate is a reliable and detail-oriented accounting professional with knowledge of basic accounting principles and experience performing technical accounting or fiscal support functions. They are organized, able to manage multiple assignments, and capable of working independently with minimal supervision.
The successful candidate demonstrates initiative, sound judgment, and a positive attitude, and contributes effectively as a member of a team. They communicate clearly and professionally, both orally and in writing, and are comfortable working with a variety of staff at different organizational levels.
Experience with journal entries, reconciliations, financial reporting, and data entry is highly desirable, as is experience supporting Accounts Payable and Accounts Receivable functions. The ideal candidate is adaptable, service-focused, and committed to supporting the mission and fiscal integrity of the Marin County Health and Human Service Department’s Office of Finance.
QUALIFICATIONS
Knowledge of:
- Principles and practices of accounting and financial record keeping and report preparation.
- Principles and practices of auditing and reconciling a variety of financial and accounting documents and records.
- Computer applications related to the work, including word processing, spreadsheet and data base applications.
- Procedures, terminology and forms related to the functional area(s) to which assigned.
- Standard office practices and procedures, including the operation of standard office equipment.
- Basic budgetary principles and terminology.
- Business arithmetic.
Ability to:
- Perform specialized and complex accounting, financial and/or budgetary support work
- Prepare a variety of complex financial, accounting and statistical reports, journals and ledgers.
- Review, audit and reconcile financial, accounting and budgetary documents and records.
- Enter a variety of information into automated financial, accounting and statistical reporting systems.
- Interpret, understand and explain complex accounting and financial policies, procedures and transactions.
- Conduct accounting, financial and budgetary research.
- Make accurate financial and statistical calculations.
- Prepare accurate and timely billings and reports.
- Organize own work, setting priorities and meeting critical deadlines.
- Provide lead direction to staff on a day-to-day or project basis.
- Establish and maintain effective working relationships with those contacted in the course of the work.
MINIMUM QUALIFICATIONS
Typically, equivalent to completion of two years of college (60 semester or 90 quarter units) with major course work in accounting, bookkeeping or a field related to the work AND two years of accounting or financial office support experience. Additional experience as outlined above may be substituted for the required education on a year for year basis.
