The North Carolina Department of Administration (DOA) is seeking applicants for an Accounts Payable Technician in the Fiscal Management Division.

Primary Purpose of the Organizational Unit: The Fiscal Management Division is responsible for all fiscal activity of the department in conformity with the requirements of the Office of State Budget and Management, the Office of State Controller, the Department of State Auditor, and federal funding agencies. The office processes invoices and travel reimbursements for payment; invoices user agencies for central services; responsible for all monthly financial activities and reporting including month and year-end close-out; recommends and administers fiscal policy within the department.

Key Responsibilities:

The primary purpose of this position is to perform Accounts Payable duties to ensure utility and other recurring payment obligations of the DOA and related agencies (Lt. Governor's Office and Department of Military and Veterans Affairs) are paid accurately and in a timely manner. In addition, this position processes miscellaneous direct and purchase order invoices, as well as travel reimbursement requests as assigned by the AP Supervisor.

The work involves auditing invoices and invoice approval forms prior payments are entered into the North Carolina Financial System (NCFS). That requires considerable knowledge of agency practices and procedures. All work to be performed in compliance with DOA Fiscal policies, Generally Accepted Accounting Principles, Office of State Budget Management Manual, Procurement Administrative Code, and Office of State Controller policies, rules, and regulations.

Key responsibilities include:

  • Audit invoices for correctness, verifying proper fund and account coding, correct 1099 coding, verifying vendor information, and ensuring proper approvals.
  • Process monthly utility payments for energy, water, phone and computer services. Ensures proper allocation of charges to the appropriate funding.  
  • Process monthly temporary solution invoices while ensuring charges are allocated to the appropriate funds.  
  • Identifying, researching and resolving discrepancies in invoices, travel reimbursement requests and payments. Implement improved processes to enhance efficiency and accuracy. 
  • Maintain position-related spreadsheets and supplier files, and update supplier database as necessary. Resolve miscellaneous AP-related issues.
  • Perform additional duties assigned by the Accounts Payable supervisor.

This position requires frequent interaction with DOA, related agencies, as well as internal and external stakeholders, and must be able to establish effective working relationships with the public and departmental personnel.

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

  • Knowledge of accounting methods, procedures, and accounting practices.
  • Experienced in compiling, summarizing, and analyzing data.
  • Experienced in auditing and problem solving.
  • Experience in Microsoft Outlook, Excel (electronic work sheet creation and formula driven), and Word.
  • Experience in auditing and processing invoices and travel reimbursements.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

High school or General Education Development Diploma (GED) and three (3) years of experience OR an equivalent combination of education and experience.
