About this role
THE POSITION
The Administrative Officer 3 position with the Department of Labor & Industry (L&I) offers an exciting opportunity to lead important procurement and contract activities. This position serves as the lead in directing and coordinating all OVR procurement and contracts with L&I Procurement division, ensuring that all procurement, contracting, grant, inventory, and related fiscal activities are conducted in full compliance with applicable policies. Your oversight and subject matter expertise helps ensure that resources are managed responsibly and that services are delivered efficiently across the agency.
DESCRIPTION OF WORK
This role focuses on leading procurement oversight, managing contracts and grants, and ensuring strong inventory controls for OVR programs. It involves directing staff, coordinating with multiple divisions, and supporting compliance with state and federal requirements. As an Administrative Officer 3, you will perform the following duties:
- Staff Leadership: Supervise employees and establish performance expectations to support consistent and accurate work
- Procurement Coordination: Oversee procurements and serve as liaison with L&I Procurement to resolve issues and manage complex purchases
- Contract Management: Lead development, negotiation, and monitoring of contracts, grants, leases, and special agreements
- Inventory Oversight: Coordinate inventory activities, implement safeguards, and ensure compliance with property management requirements
- Procedural Improvement: Develop internal procedures, evaluate processes, and recommend updates to strengthen controls and reduce risk
- Strategic Collaboration: Work with budget and fiscal staff to align procurement plans, analyze data, and support reporting needs

Work Schedule and Additional Information:
- Full-time employment, 7.5 hour workday
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, work hours are negotiable, lunch period is 30 minutes (or 60 minutes depending on work hours).
- This position is Alternate Work Schedule eligible.
- Telework: You may have the opportunity to work from home (telework) part-time upon successful completion of the training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to a headquarters office. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as an Administrative Officer 2 (Commonwealth job title); or
- Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university; or
- Any equivalent combination of experience and training.

Legal Requirements:
- This position falls under the provisions of the Child Protective Services Law.
- Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.

- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
