About the Department

OVERVIEW OF THE ROLE
The Administrative Program Manager 3 serves as the central operational leader for the Levee District, directing all human resources, fiscal management, and office administration. This role is responsible for establishing office procedures, overseeing critical functions like payroll and purchasing, and collaborating with leadership to prepare budgets and financial statements. Additionally, the manager ensures strict compliance with Civil Service rules, manages employee relations, and oversees safety and medical coordination programs.

Position Duties
Six years of full-time work experience in any field plus three years of experience in administrative services; OR
A bachelor's degree plus three years of experience in administrative services; OR
An advanced degree plus two years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
- Establishes and implements work procedures, policies, standards, goals and objectives, and priorities for the Levee District office. Plans, organizes, and directs all office operations such as Payroll, Accounts Payable, Permits, Purchasing, Safety and Worker’s Compensation.
- Oversees budget and fiscal operations of the district. Trains employees in performance of job duties. Assigns and reviews work of subordinates, controls time and attendance, counsels’ subordinate employees, recommends disciplinary action where appropriate.
- Consults with external and internal auditors and the Director regarding the financial operations of the district. Assists the Director in preparation of the budget and works with the CPA in preparation of the annual financial statements.
- Update monthly minutes to be incorporated into Minute Book. Works with Levee Board Superintendent to promote increased safety awareness among employees. Serves as liaison between the district, physicians, and employees for pre-employment physical, CDL physicals, and post-accident physicals.
- Directs the entire Human Resource Program for the district. Counsels’ employees and management on Civil Service rules and state and federal laws pertinent to employee relations activities.
- Analyzes hiring and promotional practices to ensure that the district is in compliance with current laws. Meet with agency management and board members to address changes they wish to pursue relative to classification needs and organizational structure.
- Advise management and the Board of Commissioners of what course of action and procedures are best utilized to address such changes. Ensures that all approvals are secured prior to taking any action relative to the filling of a vacancy or a change in employee status.
- Confers with Civil Service representatives regarding new and revised jobs or changes to existing jobs and the implementation of special pay rules. Prepare and submit job descriptions for submittal to Civil Service.
- Administers the Continuous Performance System for the District. Works with Supervisors and Management to ensure that expectations are defined to enhance the effectiveness and efficiency of the agency.
- Drafts disciplinary actions for review by Executive Director by gathering information, documenting behavior, making recommendations on actions to take in response to employee behaviors, training supervisors in these matters, notifying employees of their rights and appeals process, and educating employees on the grievance process. Conducts research to ensure accuracy of allegations.
- Consult with legal counsel to ensure that all legal facets of the action have been addressed. Administers the District’s drug program. Serves as liaison between the district and the testing facility.
- Supervises the preparation of bi-weekly payroll checks, ensuring that wages, garnishments, and deductions are correctly processed. Ensures that the district’s quarterly and annual reports and employee W-2's are processed in a timely manner. Oversees all facets of the Louisiana State Employees’ Retirement System.

Compensation: The salary offered will be determined based on qualification and experience.
