Description of Job
The Vehicle Services Program (VSP) exists to ensure compliance with the laws that govern the vehicle titling and registration processes as outlined in the Colorado Revised Statutes. Additionally, this program provides guidance and training to the state's authorized agents and is charged with the auditing and enforcement of Colorado’s emissions program.
Colorado's Emissions program manages automobile inspections, licensing stations, inspectors, and auditing facilities in ten Front Range counties. The program staff audits all emission testing facilities located in a ten-county area along the Front Range to ensure proper operation and consumer service as provided by law. This includes various testing programs (enhanced, rapid screen, and diesel opacity) using different equipment at over 80 locations with 450 inspectors.
The Emissions program is seeking an Air Environment Systems Technician to enforce gas and diesel emission statues to protect public health and safety through program monitoring, analysis, and reporting.
Duties include, but are not limited to:
- Issue or deny waivers to non complying vehicles in an area assigned to the AEST by evaluating emissions related data and documents in line with statutes, laws, rules and regulations of the Emissions program
- Analyze complex emissions data
- Detects, discovers, and exposes fraudulent repairs and tampered emissions control devices
- Responsible for confirmation of accurate calibration of dynamometers, constant volume samplers, flame ionization units, and other related systems
- Makes evaluations of inspector competency and performance levels and has authority to impose penalties and/or additional training is required
- Conduct diesel inspection station audits in less than 60-day intervals, making evaluation and assessment of all equipment requirements, calibration of the testing equipment and making final determination of stations compliance
- Responsible for both Contracted Stations as well as Fleet Stations

Four (4) years of relevant experience in diesel stations and contractor lane stations
Or
Education and Experience:
A combination of related education and/or relevant experience in diesel stations and contractor lane stations equal to four (4) years
Preferred Qualifications:
The ideal candidate will possess the following skills:
Knowledge in Google Suite
Prior experience as a diesel mechanic
Prior experience with Air Care Colorado
Prior experience with customer service
Strong written communication skills with the ability to easily translate for the layperson
Clean driving record
Automotive Service Excellence (ASE) certified
Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:
Have an assigned State fleet vehicle
Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle
