PURPOSE OF DIVISION

The Houston Airport System’s mission is to connect the people, business, cultures and economies of the world to Houston. Working directly toward the organization’s goal, the Airline Affairs & Real Estate team is responsible for providing airport facilities for leasing to airlines and other tenants within the terminal complex and the surrounding premises for both aeronautical and non-aeronautical operations to generate revenue for future airport development, as well as to acquire or dispose of land to fulfill our airport master plans.

 
PURPOSE OF THE POSITION

The Airport Business Development Coordinator (Airline Affairs Manager) will work collaboratively with others in Commercial Development and HAS Senior Staff to assist in the negotiation and drafting of airline use and lease agreements and amendments, cargo leases, airline bulk fuel storage facility leases, FBO/CBO/MRO agreements, airline hangar leases, and terminal agreements with other governmental agencies. The Airline Affairs Manager will also have oversight of lease mapping and allocated spaces to ensure proper billing calculations and tenant compliance with all required documents. The successful candidate in this role will also review and comment on all airline tenant improvement program applications and have oversight of maintenance of cargo and passenger charter operations. This role also involves negotiation and preparation of agreements for service providers, along with showing potential lease space, badging new tenants and performing other activities or tasks as assigned for tenant-related transactions. This role will attend confidential meetings regarding proposed new air service and commercial development and will conduct preparation meetings with multiple HAS divisions, as well as managing expectations of the tenants as to timing of site readiness.


The responsibilities of this position include, but are not limited to:
  • Supervise all aspects of cargo and passenger charter operations at all airports including securing operating certificate, performance security, prepayment of fees, and other documents prior to the charter operation taking place.

  • Tenant coordination through the lease negotiation process, construction duration, site assessment, and relocation timeframe, including stakeholder management, capital expenditure tracking, and insurance coordination.

  • Coordinate with Finance Division to verify that rates and charges calculations are based on accurate airline assigned space, and set up airport airline affairs committee meetings quarterly, to support annual rates and charges setting and mid-term rates and charges reconciliation presentations in addition to other HAS division presentations. Prepare bill rules and terms for the use of Finance.

  • Prepare ongoing domestic carrier use and lease agreement within two weeks of request, or memorandum, or agreement draft within four weeks of request, as needed to support domestic terminal program. 

  • Negotiate and prepare agreements with airline third-party service providers and assign space within and around the terminal building, ordering surveys and lease exhibits within 3 days of receiving the request, if applicable, and reviewing all items received for accuracy or revision, within one week thereafter. 

  • Review all tenant improvement program applications by any airline and/or its service provider within five days of receipt.

  • Evaluates airline operations and ensures compliance with the contracts, leases and airport merchandising practices and policies.
WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances. 

MINIMUM REQUIREMENTS

KNOWLEDGE
Requires a Bachelor's degree in Business or Public Administration, Marketing, Retail Management or a field related to the type of work being performed.

EXPERIENCE
Requires six years of experience in commercial/industrial property leasing or acquisition, property management or mall management, with two of the years as a senior level position in airport property, retail food and beverage, concession or advertising management.

A Master's degree in a field related to the type of work being performed may be substituted for two years of the experience requirement.

PREFERENCES

Preference shall be given to candidates that possess:
  • Analytical Skills - ability to investigate a problem, research possible solutions and present to senior management, recommendations for solving the problem.
  • Aviation Industry Experience – knowledge of airline lease rights, types of airline agreements and accompanying rates and charges methodologies
  • Work experience with an airline or airport related to real estate or operations role is highly preferred
  • Mapping – helping to prepare maps and interpreting maps to aid in validating lease space used and available for lease by airlines within the terminal complex.
  • A valid driver's license is highly preferred
