THE POSITION
The Pennsylvania Liquor Control Board (PLCB) is seeking a highly motivated professional with supervisory experience for the Bureau of Alcohol Education, Education and Grants Management Division. The Alcohol Education Specialist Supervisor will assist in managing the statewide operation of the Education and Grants Management Division.

DESCRIPTION OF WORK
As an Alcohol Education Specialist Supervisor, you will assist in implementing and evaluating all aspects of the Education and Grants Management Division programs and initiatives. You will collaborate with bureau professionals to create training programs and curricula that will be disseminated to a vast population, in addition to assisting in developing, updating, and reviewing the “Report to the Pennsylvania General Assembly on High Risk and Underage Drinking” as prescribed by ACT 85 of 2006 and other official bureau reports. The intent of the division includes oversight of planning, implementation, and evaluation of statewide efforts to reduce underage and dangerous drinking and promote responsible consumption by those of-age.
Excellent interpersonal skills are vital to present or assist in presenting training programs, as well as training staff to facilitate and present training programs. You will supervise all aspects of the planning, implementation, and evaluation of the bureau's Alcohol Education Conference and alcohol awareness programs and events, in addition to working with staff to develop new materials and to review and revise current materials.

Work Schedule and Additional Information:
- Full-time employment.
- Work hours are 8:00 am to 4:30 pm, Monday - Friday with a 60-minute lunch.
- Telework: This position is eligible for telework. You will have the opportunity to work from home part-time up to four days a week, with one day per week in the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Telework arrangements are subject to change. Additional details may be provided during the interview.
- Must be willing to travel. Travel expenses will be paid.
- Salary: The salary will be determined in accordance with the Commonwealth’s Pay Rules.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:- One year as an Alcohol Education Specialist; or
- Two years of professional teaching, classroom instruction, or formal training experience, and a bachelor’s degree; or
- An equivalent combination of experience and training which includes two years of professional teaching, classroom instruction, or formal training experience.

- You must be able to perform essential job functions.
Legal Requirements:
- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.

Promotion Without Examination (PWOE):
- Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
- Alcohol Education Specialist
- We will also consider applications from current Commonwealth employees in pay scale group ST06 for which there is a logical occupational, functional, or career developmental relationship to this position. All applicants must meet the minimum experience and training requirements.
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower class(es) by the posting closing date with no break in service.
Reassignment:
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
