Join the Apple Health Eligibility and Access Division and help make sure every eligible Washington resident can get the medical care they need. As an Operations Analytics and Projects team member, you will lead projects, drive process improvements, and use your expertise in data analysis and contact center operations to make real improvements for Medicaid clients across the state. You will lead a high-performing and dynamic team, and work in a flexible, primarily telework role based in Olympia.


All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.


About the division:

Within Apple Health Services and Operations (AHSO), the The Apple Health Eligibility and Access Division works across HCA and in partnership with the health care community at a local, state and federal levels, in order to develop, and manage high quality, and evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) clients' ability to access appropriate, quality health care.


About the position: 

This position reports directly to the AHEA Operations Analytics and Projects Team Supervisor and supports HCA’s mission to provide access to medical care for all eligible Washington residents b providing operational support to the division. The success candidate is an expert in project management, process improvement, data analysis, and contact center operations. This role supports the AHEA division by independently leading projects, process improvements, and the implementation of programmatic changes that impact Medicaid clients. Supervisory responsibilities include, managing competing priorities, setting expectations, delegating work and evaluating performance. Direct reports to this supervisor include Management Analyst 4, Management Analyst 3, and Medical Assistance Special 4 positions. 


This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location. 


Position Duties

Some of what you will do:

  • Serve as the project manager on projects that span the division and serve the Medicaid client population.
  • Lead and facilitate large internal and cross-divisional stakeholder workgroups to improve operational processes and the Medicaid client experience.
  • Analyzes business, management or technology needs to facilitate changes in services and practices and implements solutions.
  • Coordinates statewide projects to operationalize changes to health care policy or systems that improve access to Medicaid, or efficiency and quality of eligibility determinations.
  • Acts as legislative coordinator for the division; supports the coordination, tracking, and completion of division bill analysis.
  • Performs thorough and timely legislative analysis as assigned; Identifies impacts, concerns, and risks of proposed legislation on AHEA division activities and Medicaid clients.
  • Provides expert advice, analysis and consultation to senior level management staff in developing strategies for the available use of resources, defining departmental needs and priorities, organizational change, long range planning, and setting goals and objectives, particularly in addressing highly complex, multidimensional issues.
  • Plans, assigns and reviews the work of staff.
  • Evaluates employee performance and prepares performance appraisals.
  • Assesses training needs of staff and arranges for or provides instruction.

Minimum Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1

Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field, and five (5) years of the required experience below.

Option 2:

Associate degree in a field identified above, and seven (7) years of the required experience below.

Option 3

Nine (9) years of the required experience below.


The required experience includes

  • One (1) year of professional supervisory experience.

And demonstrated experience in two or more of the following areas: 

  • Conducting research
  • Analyzing policies, laws, rules, or regulations
  • Conducting business analysis and developing requirements
  • Leading business projects
  • Managing business operations
  • Business policy development


Required competencies:

  • The ability to take action to meet the needs of others.


Preferred qualifications:

Proficiency with Apple Health customer service delivery and software:

  • Demonstrates knowledge of customer service delivery for Medicaid clients and providers, including core functions of the Apple Health Eligibility and Access Division, and relationships to partner call and contact centers that support Medicaid programs.
  • Demonstrates proficiency with tools like Microsoft Office Suite (especially Excel, Word, and PowerPoint). Previous experience with HealthPlanFinder, ACES, ProviderOne, ServiceNOW, Avaya Workplace, CMS Supervisor, SharePoint, and PowerBI a plus.

Operational and project oversight:

  • Demonstrated ability to independently lead cross-divisional project teams using advanced process improvement strategies. This includes planning, organizing, assigning tasks, setting deadlines, and leading the project from initiation to completion. Provides guidance and oversight for implementing and standardizing process improvement solutions, ensuring full integration and monitoring of outcomes.
  • Demonstrated ability to apply human-centered design principles to business processes and systems. Seeks to understand the customer journey to improve customer experience and outcomes.
  • Lean Six Sigma Green Belt certification, Project Management Professional (PMP), or equivalent. 

Communication and reporting:

  • Oversee the production of complex and strategic reports for the highest levels of management influence critical decision-making with significant budgetary implications.
  • Develops comprehensive communication strategies to ensure effective information flow regarding complex issues and strategic initiatives.
  • Presents research findings and recommendations to the highest-level internal and external audiences with poise, confidence, and credibility.

Expert analytical and problem solving:

  • Demonstrated ability to analyze changing business needs to evaluate and make proposals about the effective use of existing or emerging technologies to leadership teams.
  • Demonstrated ability to gather, interpret, and evaluate various types of data – such as operational productivity and inventory – to identify issues and trends, form accurate conclusions, and make effective recommendations.
  • Demonstrated ability to analyze and evaluate proposed legislation by summarizing the bill, identifying operational impacts to the division, and providing expert-level recommendations to leadership about how to operationalize the change.

Executive leadership influence:

  • Analyzes complex, multidimensional issues and provides expert-level consultation to management to develop strategies for use of resources, long-range planning, and priorities. This involves providing objective, data-driven counsel to help leaders make informed decisions.
  • Demonstrated ability to apply expert judgement to evaluate options and outcomes; audit current processes, identify inefficiencies, evaluate the feasibility of changes, and lead efforts to re-develop work processes for maximum efficiency and quality to address challenges and improve processes.

People and team management:

  • The demonstrated ability to assign, instruct, and coordinate the work of professional staff. This includes providing training, conducting performance reviews, addressing leave requests, and taking corrective action as needed.
  • Provides expert guidance and direction to staff and teams, cultivating a culture of high performance and continuous improvement.
  • Demonstrated ability to apply excellent negotiation skills and the ability to resolve conflicts that arise within the team and with other stakeholders.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays 
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday. 

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave 
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave. 

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.  

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave 
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
