Duties

Under the general supervision of the Installation Management Command Deputy DFMWR, serves as Army Recreation Machine Program (ARMP)General Manager with responsibility for all aspects of a comprehensive gaming and recreation machine program. Manages the business of the ARMP with all the inherent authorities and responsibilities required of the position. As General Manager, maintains operations necessary to generate a fluid, profit making operation while providing military soldiers and eligible users a wholesome, recreating alternative in support of Force Retention, War Fighting, and Military readiness. Directs all operating departments and the overhead functions (accounting, human resources, procurement, property management, operations, internal controls and data analysis, etc.) that supports the ARMP mission. Develops overall plans and procedures for administration, operations, quality assurance, security and contingency operations. Accountable for development of operating and capital expenditure budgets and for effective budget execution and achievement of financial targets once approved. Ensures through a variety of management measures and actions, high levels of customer service and satisfaction, employee development and advocacy, and financial management. Establishes operational policy for all functional areas and operations world-wide. Effects changes in policies and procedures, and provides guidance, direction and control of operations to achieve program objectives. Serves as Fund Manager of the ARMP with legal and fiduciary responsibilities. Supports and ensures the integrity of applicable internal control systems. Performs the full range of supervisory duties. Provides supervisory oversight for subordinate managers to include mentoring and professional development programs. Reviews and approves actions of subordinate supervisors to include development of appropriate line level initial orientation and recurring skills training. Represents the organization at conferences and briefings. Develops new business opportunities. Preserves excellent working relationships with stakeholders, partners to include other branches of the Armed Forces.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Extensive knowledge and work experience at ascending levels of responsibility in the fields of business, financial management, and gaming, or similar experience. Must possess a demonstrated working knowledge of personnel and financial management, procurement, and information management systems. Must possess excellent writing and speaking skills and a demonstrated ability to work productively in a demanding and fast-paced environment with continually shifting priorities. Must possess a demonstrated working knowledge of personnel, procurement, business case analysis and overall management of information management systems. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. Highly qualifying criteria: A minimum of 5 years of senior management work experience in a profit driven business with knowledge and skills in enterprise management, positive financial performance, staff development, guest service, procurement, internal controls and security in the gaming industry or a similar industry. A minimum of 5 years of progressive experience in casino or gaming operations, with direct oversight of slot machines or similar electronic gaming devices. Technical knowledge of slot machines, including their mechanical and software components, and familiarity with major manufacturers, slot management systems ,and data analytics tools. Possess a Bachelor's degree in hospitality management, Business Administration, Financial Management, or a related field?
