The Opportunity
WSDOT is seeking a Transportation Technician to support the Bituminous Materials Section by performing laboratory testing and technical services for liquid asphalt materials and nuclear electronics that support statewide transportation construction projects and local agency partners. This position conducts verification, conformance, and specification compliance testing of performance graded (PG) asphalt binders and emulsified asphalts, assists with the calibration, maintenance, and repair of nuclear density gauges, and accurately prepares, analyzes, and documents laboratory test results. The role also supports laboratory operations by maintaining testing equipment, calibration records, and quality assurance processes to ensure reliable and accurate materials testing. Strong candidates will possess excellent laboratory and technical skills, the ability to accurately collect and document data, mechanical aptitude for maintaining testing equipment, and the ability to work collaboratively in support of safe, high-quality transportation infrastructure.
What to Expect
This position performs materials testing duties in a laboratory environment that includes exposure to chemicals, elevated temperatures, working with materials exceeding 325 degrees F, working with various chemicals, and nuclear electronic gauges.
Among the varied range of responsibilities held within this role, the Asphalt Laboratory Technician will:
- Perform complex asphalt materials testing.
- Assist the Asphalt Testing Engineer with daily laboratory operations, including scheduling, training, instruction, and inspecting the work of non-permanent employees.
- Work with state-of-the-art equipment and test procedures.
- Reduce, record, and interpret test data and assist the Asphalt Testing Engineer in maintaining equipment calibrations, verifications, maintenance, and associated records.
- Be responsible for testing AASHTO re:source Proficiency Samples and participation in AASHTO re:source onsite inspections.
- Maintain equipment calibrations, verifications, maintenance and associated records for all laboratory testing equipment.
- Responsible for troubleshooting and repair of nuclear gauges statewide as needed throughout the year.
Qualifications
This is a Transportation Technician 3 position. However, the hiring manager reserves the right to fill the position at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
To be considered for this opportunity, the following competencies are required:
Laboratory Testing & Equipment Operation
- Experience maintaining, calibrating, and troubleshooting laboratory equipment and testing systems.
- Demonstrated ability to safely perform complex laboratory testing using precision instruments, specialized equipment, and established testing procedures while maintaining a safe and organized laboratory environment.
Quality Assurance & Laboratory Compliance
- Knowledge of quality assurance and quality control principles, laboratory safety practices, equipment calibration, verification, maintenance requirements, and technical documentation standards to ensure accurate, reliable, and compliant test results.
Technical Data Analysis & Reporting
- Experience using data acquisition systems and laboratory software to record and analyze test data.
- Demonstrated ability to collect, analyze, validate, interpret, and accurately document laboratory test data using laboratory management systems, data acquisition tools, statistical methods, and related software.
Technical Troubleshooting & Problem Solving
- Demonstrated ability to identify testing or equipment issues, apply sound judgment, troubleshoot technical problems, and implement appropriate solutions while adhering to established procedures.
Planning, Organization & Time Management
- Demonstrated ability to prioritize multiple assignments, manage competing deadlines, and maintain accuracy in a high-volume laboratory environment.
Communication, Mentoring & Collaboration
- Demonstrated ability to communicate technical information clearly and effectively, both verbally and in writing, with technical and non-technical audiences.

The following qualifications are also required:
- Ability to perform mathematical calculations.
- Ability to work at elevated temperatures, with materials exceeding 325 degrees F, and with various chemicals, and nuclear electronic gauges.
- Ability to stand for long periods of time and walk long distances.
- Ability to work under pressure in a fast-paced laboratory environment.
- Ability to work under time constraints using timers, stopwatches, etc.
- Ability to work for periods of time which may exceed normal shifts.
- Ability to wear appropriate personal protection equipment (PPE) and adequate clothing for specific work activity.
- Ability to maneuver and transport various materials and/or equipment weighing up to 40 pounds.
It is preferred that qualified candidates also have:
Materials Testing & Engineering Principles
- Experience performing complex materials or product testing in a laboratory setting independently, involving asphalt, concrete or other engineering materials.
- Demonstrated knowledge of materials testing principles, engineering materials science, and the physical and mechanical properties of bituminous or comparable construction materials, including performance characteristics and failure mechanisms.

- Transportation Technician 3: $66,072 – $88,788

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
