Brief Job Description:
Performs advanced managerial work providing direction and guidance in Business Operations – Facility Support Services for programs across Environmental Services, Laundry, Food Services, Fleet, Supply Services, and Risk Management. Provides leadership support on additional program areas and special initiatives as assigned.
Work involves establishing strategic plans and setting goals and objectives. Develops policies, procedures, and guidelines to support program operations. Establishes priorities, standards, and performance measures to evaluate progress toward goals. Coordinates and evaluates program activities across assigned program areas. Reviews and approves budgets within assigned areas.
Supervises the work of others. Serves in a leadership capacity in the absence of the Deputy Associate Commissioner to ensure continuity of operations and effective coordination across programs. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
This position may be eligible for telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need.
Up to 25% travel required.
Essential Job Functions (EJFs):
Attends work in accordance with agency leave policy and performs other duties as assigned.
Leads and manages assigned Facility Support Services programs, including Environmental Services, Laundry, Food Services, Fleet, Supply Services, and Risk Management, to ensure effective, efficient, and compliant service delivery to State Supported Living Centers and State Hospitals. Coordinates with various stakeholders to resolve operational issues, monitors program performance, and implements process improvements to enhance outcomes. May serve as a liaison with the Asset Management Office. (30%)
Establishes program goals, priorities, and strategies aligned with agency mission, legislative requirements, and Facility Operations Support objectives. Leads and directs complex projects to enhance operations and service delivery. Develops and implements performance measures; analyzes data to support decision-making; and implements action plans to drive continuous improvement, while effectively communicating priorities, progress, and outcomes to leadership and stakeholders. (25%)
Responsible for ensuring high-quality customer service to support Facility Operations Support goals. Addresses concerns, resolves service issues, and fosters collaborative relationships with HSCS leadership, staff, and all relevant stakeholders through clear, timely, and effective communication. (20%)
Supervises, mentors, and develops staff; assigns and evaluates work; and recommends personnel actions to promote a fair, accountable, and productive work environment. Builds leadership capacity and ensures staff are equipped to meet operational and program goals. (10%)
Supports budget planning and monitors the effective and efficient use of resources across assigned programs. Provides oversight and support for contracting and procurement activities. Collaborate with financial and administrative partners to plan, prioritize, and address resource needs. (10%)
Actively participates or serves in a supporting role for disaster response, recovery, and Continuity of Operations (COOP) activation. Participation may require alternate shift patterns or work locations. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of HHS agency programs, policies and procedures.
Knowledge of and experience in the development and implementation of an operational plan for a large organization.
Skill in communicating effectively both orally and in writing.
Skill in the use of computers and agency/facility software including but not limited to Microsoft Word, Excel, PowerPoint, Access, and SharePoint.
Ability to analyze and solve complex problems and to make effective decisions affecting the overall operation of a large organization.
Ability to manage departments and activities to establish goals and objectives.
Ability to evaluate, develop, and implement policies and procedures.
Ability to prepare reports and make clear and concise presentations regarding all assigned programs.

- Bachelor’s degree from an accredited college or university; and
- At least four (4) years of management experience in a governmental agency, residential facility, or an organization involving supervision of multiple staff and development of short- and long-term plans
- Preferred: Experience working in a 24/7 work environment overseeing departments such as Environmental Services, Laundry, Food Services, Fleet, Supply Services, and Risk Management
– OR –
- Master’s degree from an accredited college or university; and
- At least two (2) years of management experience in a governmental agency, residential facility, or an organization involving supervision of multiple staff and development of short- and long-term plans
- Preferred: Experience working in a 24/7 work environment overseeing departments such as Environmental Services, Laundry, Food Services, Fleet, Supply Services, and Risk Management.
