The Washington State Board of Nursing (WABON) protects public health and safety by regulating the competency and quality of registered nurses (RNs), licensed practical nurses (LPNs), advanced registered nurse practitioners (ARNPs), nursing assistants (NAs), and nurse technicians (NTECs). This includes establishing and enforcing licensing standards, ensuring consistent practice expectations, and maintaining effective discipline and continuing competency systems.
The Assistant Director of Licensing is a key member of the WABON leadership team and reports to the Director of Licensing. This role provides strategic and operational leadership for the licensing program, overseeing supervisors and staff to deliver high-quality, timely, and compliant licensing services that safeguard the public.
The Opportunity
This role serves as a strategic regulatory leader, licensing and compliance expert, and systems improvement driver. The Assistant Director of Licensing leads complex work that strengthens public protection, advances regulatory practices, and improves licensing systems across WABON.
Key Responsibilities
Program Leadership & Oversight
• Direct and oversee all aspects of the licensing program
• Lead, coach, and support Licensing Supervisors and staff
• Set priorities and ensure performance expectations and outcomes are achieved
Policy, Compliance & Strategy
• Interpret and implement laws, rules, and legislative directives
• Develop and refine policies, procedures, and licensing systems
• Lead long-range planning and continuous improvement efforts
Collaboration & Representation
• Partner across divisions and with state, national, and regulatory organizations
• Present findings and recommendations to WABON and executive leadership
• Serve as a subject matter expert on licensing and regulatory practices
Systems & Process Improvement
• Lead complex, cross-functional projects and modernization efforts
• Analyze systems and workflows to improve efficiency and service delivery
• Advance data-informed decision-making and operational improvements

Required Qualifications

Required Qualifications:
Option 1: Five years of experience managing ongoing operations and leading complex business projects in a nursing regulatory environment. Experience will include the following:
- Reviewing and evaluating potentially fraudulent credential applications, supporting large scale state or federal initiatives such as Operation Nightingale
- Demonstrated ability to lead business analysis efforts, including gathering requirements, identifying risk, and developing policies or procedures to strengthen fraud prevention, compliance, and system improvements
- Technical expertise with licensing systems, including the use of Nursys database
Option 2: Bachelor’s degree or higher in business administration, public administration, law, public health, health administration, or a related field AND Three years of experience managing ongoing operations and leading complex business projects in a nursing regulatory environment. Experience will include the following:
- Reviewing and evaluating potentially fraudulent credential applications, supporting large scale state or federal initiatives such as Operation Nightingale
- Demonstrated ability to lead business analysis efforts, including gathering requirements, identifying risk, and developing policies or procedures to strengthen fraud prevention, compliance, and system improvements
- Technical expertise with licensing systems, including the use of Nursys database
Additional Required Knowledge, Skills, Abilities, and Experience
Three (3) or more years of experience supervising the work of others in a healthcare credentialing related organization, to include coaching, mentoring, training, and corrective action of multiple staff.
Preferred Qualifications

- Involvement in national health credentialing forums and policy development, and experience working with boards.
- Experience leading a healthcare licensing or credentialing program, ideally within nursing regulatory board
- Knowledge of nursing educational pathways (RN, LPN, ARNP, NA) and public protection-focused regulatory frameworks
- Demonstrated success supervising supervisors and building high-performing, accountable teams
- Experience interpreting and implementing state laws, rules, and legislative changes impacting licensure
- Proven ability to lead complex, cross-functional projects and improve licensing systems or processes

Working Conditions:

Work Setting:
- Exposure to hazards is limited to those commonly found in indoors at home or office environments. This position is sedentary, working at a computer for extended periods.
Schedule:
- This position typically works 8 AM to 5 PM, Monday through Friday, with one hour for lunch. A flexible schedule may be considered upon request and with supervisor approval after an initial review period.
Work occasionally in excess of 40 hours per week, including evenings and weekends, to meet work requirements or reporting deadlines.
Travel Requirements:
- Travel is not required to perform the duties of this position; however occasional travel may be expected to attend meetings, trainings, or conferences. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
