As an Assistant Maintenance Operations Manager, you will help drive the planning and coordination behind essential maintenance projects. DESCRIPTION OF WORK
This position supports daily functions within the Maintenance Operations Section and helps manage pavement marking, roadside development, posted roads, municipal agreements, emergency response, and customer concerns. You will promote consistent operations, strong coordination, and effective communication across district teams. As an Assistant Maintenance Operations Manager, you will perform the following duties:
- Program Oversight: Coordinate pavement marking, posted roads, turnback activities, municipal agreements, and related maintenance programs
- Staff Guidance: Supervise roadside specialists, contractors, interns, and inspectors to support safe and accurate project execution
- Emergency Support: Assist with disaster response, maintain communications, and help manage recovery operations and documentation
- Contract Management: Administer agreements for maintenance, winter operations, agility work, and vegetation control while tracking milestones and records
- Budget Monitoring: Review costs, authorize purchases, inspect work, and prepare information to support district budget planning
- Technical Review: Evaluate geotechnical and drainage issues and provide direction to crews to ensure work meets departmental standards

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- You will work closely with vendors and work hours may change based on vendor availability.
- Work schedule may vary due to season and/or operational needs
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Bridgeville. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
Organization or Location Restrictions:
- This posting is restricted to Department of Transportation, District 11 which includes Allegheny, Beaver, Lawrence County and Tunnel Maintenance employees only.
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year of experience as a Highway Maintenance Coordinator, Roadway Programs Coordinator, or Transportation Construction Manager 1; or
- Six years of technical experience in highway maintenance, highway construction, or maintenance of heavy equipment used in highway construction projects; or
- An equivalent combination of experience and training.
Special Requirement:
- This position requires possession of a valid PA non-commercial Class C driver’s license or equivalent
Other Requirements:

This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.
You must be eligible for selection in accordance with merit system employment regulations.

- Highway Maintenance Coordinator
- Materials Manager 1
- Municipal Services Specialist
- Roadway Programs Coordinator
- Transportation Construction Inspector Supervisor
- Transportation Construction Manager 1
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
