GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a full-time Billing Accountant in the Financial Services Program located in Cheyenne, Wyoming. WYDOT is seeking a skilled accounting professional to ensure timely billing for all non-federal program customers, process project/grant invoices, collect outstanding invoices, direct contact with all external customers involved with state infrastructure damage repair invoices, and perform complex, specialized accounting, planning, and analysis of billing and receivables. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
- Prepares and processes billing invoices for WYDOT, including project and grant invoices, following established procedures
- Processes federal grant reimbursement requests in the appropriate federal request system
- Prepares and monitors monthly customer statements and dunning letters
- Serves as a contact in Financial Services for repairs to damaged state infrastructure property, including responding to requests from responsible parties, insurance companies, courts, and other WYDOT programs
- Works with WYDOT programs and internal and external auditors to report and resolve billing, accounts receivable, and revenue issues
- Responsible for preparing monthly revenue, billing, and accounts receivable reports, as well as ad-hoc reports as requested by customers or other parties
- Reconciles differences between WYDOT’s PeopleSoft system and the State of Wyoming’s accounting system, WOLFS, and makes correcting entries, as necessary
- Maintains WYDOT accounts receivable customers in PeopleSoft
- Vendor setup and maintenance of accounts payable vendors
- Serves as backup to the accounts receivable accountant for entering daily deposits
Position Duties
PREFERENCES:
Preference may be given to candidates with a Bachelor's degree in Accounting and/or PeopleSoft experience and/or Accounts Receivable/Billing experience.
KNOWLEDGE:
- Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board (GASB) requirements, state and federal rules and regulations, and WYDOT policies and procedures
- Knowledge of internal control processes
- Knowledge of PeopleSoft, WOLFS, Microsoft Office, and Google G Suite applications
- Ability to perform intermediate-level accounting work for revenues and cash receipts
- Ability to work with the public and provide professional, deadline-oriented service to customers who find themselves in a stressful situation due to charges from a motor vehicle accident or the need for restitution requirement information for court hearings
- Excellent customer service skills
- Ability to use logic and reasoning to identify problems, provide feedback and solutions, and follow through to conclusion
- Ability to identify and consider the relative costs and benefits of decisions, make sound choices in action, and understand when escalation to a higher authority is necessary
- Ability to prepare clear, concise written sentences and paragraphs in process and procedure manuals and other work-related documents
- Ability to effectively communicate both in writing and orally to present information, so it is appropriate for and understood by the audience
- Ability to manage time independently and effectively with the ability to change direction to meet critical deadlines quickly
- Knowledge of Microsoft Excel at an intermediate level
- Ability and willingness to always be learning, growing, and expanding knowledge in the accounting field
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant

Minimum Qualifications
NOTES:
- FLSA: Non-Exempt
- A background information check, including the taking of fingerprints, will be completed through the Wyoming Division of Criminal Investigation and the Federal Bureau of Investigation for every successful applicant

- Temporary employees accepting a full-time permanent position.
- Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
- One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
- Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
- Employees would only be eligible for one (1) hiring bonus in a 12 month period.
- If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
