About the Department
This promotional opportunity is limited to current employees of the Louisiana Department of Insurance.
The mission of the Department of Insurance is to enforce the insurance laws and regulations of the state impartially, honestly and expeditiously.
The Louisiana Department of Insurance is seeking a Budget Administrator 1 in the Office of Management & Finance/Budget & Purchasing Division. This position oversees the Department's budget and procurement operations, working closely with executive leadership, program managers, and state agencies to develop and manage the agency's budget, monitor financial performance, oversee purchasing activities, and ensure compliance with state budget and procurement requirements.
Position Duties
Six years of full-time work experience in any field plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
A bachelor’s degree plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
An advanced degree in business administration, accounting, finance, public administration, or statistics plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
As a Budget Administrator 1 in the Office of Management & Finance/Budget & Purchasing Division, you will/may:
- Lead the Department's annual budget development and budget request process.
- Monitor revenues, expenditures, and available funding to support informed financial decisions.
- Prepare budget forecasts, financial reports, and recommendations for executive leadership.
- Coordinate budget adjustments and ensure compliance with state budget policies and procedures.
- Oversee the Department's purchasing and procurement activities, including professional service contracts.
- Review proposed legislation and prepare fiscal impact analyses.
- Develop revenue projections and prepare reports and presentations for agency leadership and legislative stakeholders.
- Work with program managers to identify budget needs and funding solutions.
- Develop and improve budget tracking tools, financial reports, and reporting processes.
- Supervise and support Budget & Purchasing Division staff.
- Represent the Department in budget meetings, legislative hearings, and other official meetings as needed.
- Perform other related duties as assigned.
