#1513 - Business Systems Analyst 1 

Work as a liaison between stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems. Duties may include: conducting general requirements gathering activities for improvement or automation of simple processes or functions; researching and documenting the current or "as-is" state of the relevant business process or function; utilizing basic requirement elicitation techniques such as individual interviews, surveys, and documentation reviews; functioning as a recording analyst on more complex group interviews; assisting senior analysts in gathering requirements for larger more multi-faceted projects or systems and internal or external interfaces with these systems; creating process, data, or other models utilizing modeling techniques requiring a lower level of training and experience; participating in the implementation of system or interface change and enhancements; conducting specific system tests utilizing test scenarios developed by senior analysts; developing test data and document test results; training on new procedures and software and the creation of procedure manuals; post implementation review and assessment; and identifying, analyzing, and resolving issues for existing systems resulting from errors detected during implementation or in production.

Within the Division of Retirement Services, Bureau of Program Optimization Support and Transformation (POST), under the guidance of higher-level staff, this position will be responsible for participating in systems implementation, maintenance, and support for small scope efforts; providing technical support and customer service; promoting business analysis and professional development; and maintaining professional communication and demeanor.

  • A doctorate degree OR
  • A master’s degree AND one (1) year of business analysis experience*; OR
  • A bachelor’s degree AND two (2) years of business analysis experience*; OR
  • An associate’s degree AND four (4) years of business analysis experience*


For appointment to a Business Systems Analyst Trainee 2, you must have:

  • Five (5) years of business analysis experience*; OR
  • A master’s degree; OR
  • A bachelor’s degree AND one (1) year of business analysis experience*; OR
  • An associate’s degree AND three (3) years of business analysis experience*


For appointment to a Business Systems Analyst Trainee 1, you must have:

  • Four (4) years of business analysis experience*; OR
  • A bachelor’s degree; OR
  • An associate’s degree AND two (2) years of business analysis experience*


*Business analysis experience must consist of the following: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.


Examples of non-qualifying experience include but ARE NOT limited to:

  • Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.
  • Responsibility limited to forms design and changes to forms.
  • Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
  • Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
  • Development of instructional materials and classroom training.
  • Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

For 70.1 or 52.6 transfer to a Business Systems Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.


Preferred Qualifications/Knowledge, Skills and Abilities

  • Demonstrates passion for business analysis.
  • Demonstrated experience using recognized business analysis elicitation techniques to elicit requirements (e.g., business, stakeholder, solution, and transition); and determine required operational services from business users.
  • Demonstrated experience using recognized business analysis methodologies to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business processes (e.g., business process improvement, business process modeling, data modeling, fit-gap analyses, or functional designs).
  • Strong facilitation and organizational skills. 
  • Excellent verbal and written communication skills.
  • Demonstrated ability to work with others to analyze problems quickly and develop the best solutions options. 
  • Demonstrated ability to be flexible, to adapt to change, and work well in a participative, team-oriented environment with diverse assignments. 
  • Formal training in business analysis concepts and methodologies. 
  • Membership and/or participation in the International Institute of Business Analysis and professional communities of practice.

Traineeship Salary Information:

The position may be filled at the Business Systems Analyst Trainee 1 equated to SG-14 ($53,764), Business Systems Analyst Trainee 2 equated to SG-16 ($59,994), or full performance Business Systems Analyst 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1 SG-18 following successful completion of the traineeship.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
