Description of Work
This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits.*This position is the lead administrator and business owner of the Department of Environmental Quality’s Enterprise Business System (EBS), ensuring its effective operation and alignment with agency goals. The role is responsible for managing system configuration, user access, data security, and integration with DEQ’s financial, grants, and compliance functions. Additionally, the position provides advanced user support, coordinates technical resolutions with DOT and DEQ IT, and delivers training to ensure staff proficiency and system compliance. System is administered in the OCI-Grant Operations Unit and is currently being used in connection with DWI grants.
Key Responsibilities:
Ensures the EBS platform is configured to meet DEQ’s operational, financial, and grant management needs.
Configures system workflows, forms, and modules to align with DEQ’s business processes.
Provides support for EBS users across the agency, resolving complex issues and coordinating with technical teams
Develops and delivers training to ensure DEQ staff can effectively use EBS and understand system processes.
Ensures that EBS configurations and workflows reflect DEQ’s business processes and comply with applicable regulations.
Supports agency-wide initiatives involving EBS and contributes to strategic planning and system enhancements.

The Office of Continuous Improvement:
The Office of Continuous Improvement (OCI) enhances the performance of the North Carolina Department of Environmental Quality by fostering compliance and efficiency across diverse projects. As a fluid team of multidisciplinary, collaborative problem-solvers OCI leverages business processes, data analysis, compliance, and engineering expertise to drive improvement.
Embedded within DEQ Divisions, OCI is a hub of expertise, developing and strengthening processes and workflows that support DEQ's mandate to deliver federal funding effectively and equitably for infrastructure, energy, and resilience projects. OCI is charged with helping DEQ teams solve challenges, break down cross-organizational silos, provide data strategy, technical support, and policy expertise. OCI's goal is to deliver impactful results while upholding regulatory standards, ultimately contributing to more efficient and effective environmental stewardship for North Carolina.
The Deputy Secretary of Infrastructure & Assistance:
The Deputy Secretary of Infrastructure & Assistance oversees the Division of Water Infrastructure (DWI), Division of Environmental Assistance and Customer Service (DEACS), the Office of Continuous Improvement (OCI), and the Grant Services Unit (GSU) and thus, manages DEQ’s activities to fund and implement water infrastructure projects at publicly owned and municipal wastewater and water treatment plants; to provide grant assistance to communities in North Carolina, and to provide environmental assistance and promote the use of sustainable practices regarding waste reduction, water conservation and emission’s reduction.
The Grant Operations Unit:
The Grant Operations Unit oversees six (6) main service areas for the NC Department of Environmental Quality (NC DEQ), including Helene Program Response Services, Grant Technical Services, Process Optimization Services, Procurement Services, Communications and Outreach, and other special projects. GSU leads program implementation, provides technical assistance, manages cross-departmental initiatives to streamline grant distribution, and drives the development and adoption of standardized processes and centralized grant management systems.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Bachelor’s degree from appropriately accredited institution in a discipline related to the area of assignment with two years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.EEO Statement
