DESCRIPTION OF WORK
As a Career and Technical Education Services Manager, you will be leading statewide efforts to guide, evaluate, and strengthen secondary career and technical education programs. Work involves providing leadership, planning, and oversight to ensure programs meet state and federal standards. Within this role, you will perform the following duties:
- Program Oversight: Guide the review and approval of secondary career and technical education programs and ensure compliance with standards
- Leadership Support: Provide direction to staff, school leaders, and program specialists working to maintain quality CTE programs
- Data Analysis: Examine program information to identify trends, address non-compliance, and support improvements
- Policy Development: Participate in creating and interpreting policies and procedures that support career and technical education
- Staff Supervision: Assign work, review performance, and manage daily operations for staff responsible for program development and evaluation
- Program Evaluation: Coordinate evaluations of approved programs and recommend resources or assistance based on findings

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 4 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a Career and Technical Educational Services Supervisor; or
- One year as a Career and Technical Education Advisor 2; or
- One year as a Specialized Career and Technical Education Advisor 2; or
- Six years of professional experience in the field of career and technical education which included two years of experience in the development or implementation of career and technical education curricula or programs and which included two years of supervisory or administrative experience.
Other Requirements:
- This particular position also requires applicants to possess a minimum of two years of full-time professional career and technical education experience in a 9-12 or postsecondary environment.

- You must be able to perform essential job functions.
Legal Requirements:
- This position falls under the provisions of the Child Protective Services Law.
- Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
This position is not subject to the provisions of a collective bargaining agreement or memorandum of understanding.
You must be eligible for selection in accordance with merit system employment regulations.

Promotion Without Examination (PWOE):
- Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
- Career and Technical Education Advisor 2
- Career and Technical Educational Services Supervisor
- Specialized Career and Technical Education Advisor 2
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
