About this Unit: 

Located within the Behavioral Health Administration work unit, pursuant to House Bill (HB) 21-1097. HB21-1097 provides that a Behavioral Health Administration (BHA) was created to be a single-state entity. It was initially established under CDHS as of July 1, 2022, and will provide administrative and “back-of-the-house” support as long as the BHA remains under CDHS’ purview. The BHA is a permanent entity that will be responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA will provide oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA will also work to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.


The 988 Division, housed within the Behavioral Health Administration, is responsible for the operation, oversight, and strategic development of Colorado’s 988 Mental Health Line. Established pursuant to federal law and state statute (SB21-154 and SB25-236), the 988 Mental Health Line operates as a TABOR-defined Enterprise, providing a sustainable and dedicated funding structure to support crisis services statewide. The Division ensures that all Coloradans have access to a 24/7, easy-to-remember, and confidential entry point for behavioral health crisis services through phone, text, and chat. It manages statewide contracts with the 988 contact center, provides fiscal and programmatic oversight, ensures compliance with state and federal requirements, and advances coordination with local, regional, and national partners. In addition, the 988 Division leads efforts to expand public awareness, integrate the 988 Mental Health Line with the broader behavioral health and emergency response systems (including 911), and promote consistent quality of care. This work supports the BHA’s mission to create a comprehensive, effective, and accessible behavioral health continuum by ensuring Coloradans in crisis are connected quickly and seamlessly to the help they need.

What you will be doing: 

This position provides advanced fiscal and policy analysis in support of the 988 Colorado Mental Health Line Enterprise. The role focuses on budget formulation, surcharge revenue analysis, fiscal policy support, and financial oversight coordination to ensure enterprise fiscal activities align with statutory requirements, enterprise governance expectations, and statewide behavioral health priorities.

The position supports informed decision-making by the 988 Director and Enterprise Board by preparing fiscal analyses, forecasting revenue and expenditures, and assessing the fiscal implications of policy, operational, or legislative changes. The position also serves as a primary point of coordination for enterprise-specific fiscal information in collaboration with the Behavioral Health Administration Fiscal Division and other external partners, including the Public Utilities Commission, Office of State Planning and Budgeting, and Department of Personnel and Administration.

Duties:

Budget Development and Fiscal Analysis - 
Formulates and coordinates the annual operating budget for the 988 Enterprise within established Behavioral Health Administration fiscal processes and timelines, in collaboration with the 988 Director and the BHA Fiscal Division. Performs revenue forecasting and fiscal analysis to support surcharge rate-setting activities submitted to the Public Utilities Commission. Monitors budget performance through variance analysis, fiscal tracking tools, and regular reporting. Ensures fiscal activities are consistent with applicable state fiscal rules, enterprise statutory requirements, and internal BHA fiscal guidance.

Policy and Rate Analysis Conducts fiscal and policy analysis to support long-term sustainability, surcharge rate-setting, and strategic investment decisions for the 988 Enterprise. Performs economic and fiscal analyses, prepares policy impact assessments, and develops decision support materials for review by the 988 Director and Enterprise Board. Analyzes legislative and regulatory changes affecting enterprise operations and provides fiscal analysis and implementation considerations consistent with BHA and state guidance.

Contract and Fiscal Oversight - Provides fiscal analysis and oversight support for contracts and interagency agreements supporting the 988 Enterprise. Reviews budget-to-actual performance, fiscal documentation, and expenditure trends to ensure alignment with approved budgets, contract terms, and applicable fiscal guidance. Coordinates closely with the Contract Administrator, Contract Monitor, and BHA Fiscal Division to support fiscal accountability, consistency, and transparency across vendor relationships.

Long-Range Planning and Performance Evaluation - Provides fiscal and performance analysis to support long-range planning, sustainability assessment, and evaluation of the 988 Enterprise. Integrates budget, expenditure, and performance data to assess efficiency, effectiveness, and alignment with the 988 Colorado Strategic Plan and Behavioral Health Administration goals. Coordinates with internal and external partners to support data-informed planning and reporting.

Collaboration and Technical Consultation - Provides fiscal and policy analysis support through collaboration and technical consultation with internal and external partners. Serves as a point of coordination for fiscal information related to the 988 Enterprise, supporting leadership, partner agencies, and governance bodies by supplying accurate, timely, and consistent fiscal analyses and explanatory materials. Provides direct supervision and leadership to assigned fiscal staff, including workload assignment, performance management, coaching, and employee development.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Eight (8) years of relevant experience with Colorado State Government Budgeting or Fiscal Operations, including experience with Enterprise or Cash-Funded Fiscal structures. 

OR

Education and Experience:

  • A combination of related education and/or relevant experience with Colorado State Government Budgeting or Fiscal Operations, including experience with Enterprise or Cash-Funded Fiscal structures. 


Preferred Qualifications:

  • Experience in Colorado state government budgeting or fiscal operations

  • Experience with enterprise or cash-funded fiscal structures

  • Supervisory experience within a governmental or public sector environment

  • Experience supporting executive leadership, boards, or oversight entities

  • Experience with long-range forecasting, fiscal modeling, and strategic budget planning

  • Experience with behavioral health, human services, or crisis response systems

  • Knowledge of state fiscal rules, budget processes, and policy analysis methodologies

  • Strong written communication and presentation skills

  • Experience coordinating across agencies or divisions on complex fiscal matters
