Located within the Behavioral Health Administration work unit, pursuant to House Bill (HB) 21-1097. HB21-1097 provides that a Behavioral Health Administration (BHA) was created to be a single-state entity. It was initially established under CDHS as of July 1, 2022, and will provide administrative and “back-of-the-house” support as long as the BHA remains under CDHS’ purview. The BHA is a permanent entity that will be responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA will provide oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA will also work to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.
The 988 Division, housed within the Behavioral Health Administration, is responsible for the operation, oversight, and strategic development of Colorado’s 988 Mental Health Line. Established pursuant to federal law and state statute (SB21-154 and SB25-236), the 988 Mental Health Line operates as a TABOR-defined Enterprise, providing a sustainable and dedicated funding structure to support crisis services statewide. The Division ensures that all Coloradans have access to a 24/7, easy-to-remember, and confidential entry point for behavioral health crisis services through phone, text, and chat. It manages statewide contracts with the 988 contact center, provides fiscal and programmatic oversight, ensures compliance with state and federal requirements, and advances coordination with local, regional, and national partners. In addition, the 988 Division leads efforts to expand public awareness, integrate the 988 Mental Health Line with the broader behavioral health and emergency response systems (including 911), and promote consistent quality of care. This work supports the BHA’s mission to create a comprehensive, effective, and accessible behavioral health continuum by ensuring Coloradans in crisis are connected quickly and seamlessly to the help they need.
This hybrid remote position has been designed and designated as 97% remote, with approximately 1 day/month in the office. The schedule is subject to change based on BHA needs. As a hybrid position, commuting mileage must be deducted before mileage reimbursement is applicable.

This position serves as a professional project leader within the 988 Colorado Crisis Hotline Enterprise and is responsible for performing complex administrative, analytical, and coordination functions that support the operation and continuous improvement of the 988 Colorado Mental Health Line. The position designs and manages work processes, develops and implements project plans, and coordinates activities across internal teams, contractors, and partner organizations.
The position exercises discretion and professional judgment to analyze information, adapt existing guidance, identify risks and dependencies, and develop recommendations that support effective implementation of enterprise initiatives aligned with the 988 Colorado Strategic Plan (2025–2028). The role functions as an individual contributor and professional resource by providing analysis, coordination, and process improvement support across assigned initiatives.
Duties:Project Management - Performs project coordination and management functions related to 988/911 interoperability initiatives, with a focus on supporting changes in emergency response practices for suicide and behavioral health crises. The position coordinates activities that support collaboration between the 988 Colorado Mental Health Line, emergency services partners, and internal BHA teams. Work includes facilitating discussions, documenting agreed-upon processes, tracking tasks and timelines, and supporting education and information sharing related to diversion of appropriate crisis calls from 911 to 988. The position supports relationship-building and trust development with emergency services and law enforcement partners by coordinating outreach efforts, sharing information on best practices, and assisting with the documentation of emerging interoperability approaches. Progress, issues, and dependencies are monitored and documented to support leadership review and informed decision-making.
Strategic and Operational Integration - Supports alignment of assigned project activities with the 988 Colorado Strategic Plan and relevant Behavioral Health Administration priorities. The position coordinates operational activities related to 988 initiatives by facilitating communication, documenting agreed-upon approaches, and supporting consistency across related efforts. Work includes assisting with coordination between 988 and 911 partners, supporting interoperability-related activities, and maintaining documentation related to project alignment and implementation.
Stakeholder Engagement and Communication - Supports stakeholder engagement and communication activities related to 988 initiatives by coordinating meetings, facilitating information sharing, and maintaining communication among internal staff, contractors, partners, and external stakeholders. The position assists with preparing materials, documenting discussions and outcomes, and supporting relationship-building efforts with agencies and organizations involved in crisis response and behavioral health coordination.
Reporting, Evaluation, and Data Support - Provides reporting and data support for assigned 988 initiatives, with a primary focus on projects related to 988/911 interoperability, partner coordination, and operational process improvement. The position supports data collection, organization, and documentation of project-related information, prepares summary reports and updates for internal use, and assists with tracking project activities and outcomes. The State of 911 Report is submitted to the General Assembly by the Colorado Public Utilities Commission. This position does not prepare or submit the report, but supports the 988/911 interaction section by compiling information, coordinating inputs, and providing documentation as requested for leadership or PUC use.
Technical and Administrative Support - Contributes to policy and procedural development related to project management standards and practices. Supports contract and budget planning, develops tools and templates, and participates in internal leadership meetings and enterprise initiatives.
