Located within the Behavioral Health Administration work unit, pursuant to House Bill (HB) 21-1097. HB21-1097 provides that the Behavioral Health Administration (BHA) was created to be a single-state entity. It was initially established under CDHS as of July 1, 2022, and will provide administrative and “back-of-the-house” support as long as the BHA remains under CDHS’ purview. The BHA is a permanent entity that will be responsible for leading and promoting the state’s behavioral health priorities and efforts across agencies, creating shared goals, improving collaboration, and driving accountability and transparency. The BHA will provide oversight and coordinate service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. The BHA will also work to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented, to ensure and meet our vision of having a comprehensive, equitable, effective continuum of behavioral health services that meets the needs of all Coloradans. Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. BHA funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers and licenses substance use disorder service providers. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.
The 988 Division, housed within the Behavioral Health Administration, is responsible for the operation, oversight, and strategic development of Colorado’s 988 Mental Health Line. Established pursuant to federal law and state statute (SB21-154 and SB25-236), the 988 Mental Health Line operates as a TABOR-defined Enterprise, providing a sustainable and dedicated funding structure to support crisis services statewide. The Division ensures that all Coloradans have access to a 24/7, easy-to-remember, and confidential entry point for behavioral health crisis services through phone, text, and chat. It manages statewide contracts with the 988 contact center, provides fiscal and programmatic oversight, ensures compliance with state and federal requirements, and advances coordination with local, regional, and national partners. In addition, the 988 Division leads efforts to expand public awareness, integrate the 988 Mental Health Line with the broader behavioral health and emergency response systems (including 911), and promote consistent quality of care. This work supports the BHA’s mission to create a comprehensive, effective, and accessible behavioral health continuum by ensuring Coloradans in crisis are connected quickly and seamlessly to the help they need.
This hybrid remote position has been designed and designated as 97% remote, with approximately 1 day/month in the office. The schedule is subject to change based on BHA needs. As a hybrid position, commuting mileage must be deducted before mileage reimbursement is applicable.

The Quality and Compliance Administrator serves as the designated administrator for quality assurance, performance management, compliance coordination, and continuous improvement functions for the 988 Colorado Mental Health Line. The position is responsible for administering and maintaining internal systems, processes, and documentation that support the integrity, consistency, and accountability of the statewide 988 crisis response system. This role exercises independent judgment within established federal, state, and Behavioral Health Administration frameworks to oversee quality and compliance operations across the 988 system. Responsibilities include administering performance monitoring processes, maintaining complaint intake and tracking systems, coordinating evaluation and review activities, and ensuring that quality and compliance
information is accurate, consistent, and operationally actionable. The position functions as the internal subject matter authority for quality, compliance, and performance
administration within the 988 Enterprise. Leadership relies on this role to identify system level risks, emerging trends, and areas requiring corrective action, and to translate complex operational data into clear findings and recommendations that inform oversight, planning, and decision-making. While final policy determinations, enforcement actions, and contractual decisions remain with the 988 Director and designated leadership, this position is accountable for ensuring that the quality and compliance
infrastructure supporting those decisions is effective, reliable, and aligned with applicable standards. Through this work, the Quality and Compliance Administrator plays a critical role in supporting the ongoing stability, effectiveness, and continuous improvement of the 988 Colorado Mental Health Line.
Performance and Continuous Improvement Administration - This duty involves administering the performance monitoring and continuous improvement framework for the
988 Colorado Mental Health Line. The position is responsible for maintaining internal processes that support consistent monitoring, analysis, and review of system performance to ensure operational integrity and readiness across the statewide 988 system. The role exercises delegated administrative authority within established federal guidance, state requirements, Behavioral Health Administration policies, and contractual expectations. Responsibilities focus on ensuring that performance information is accurate, complete, timely, and suitable for operational oversight and decision-making. While this position does not establish policy or direct crisis operations, it is accountable for administering the systems and processes that enable leadership to assess performance and identify areas requiring attention or improvement.
Complaint Intake, Review, and Investigation Support - This duty involves administering the complaint intake, tracking, review coordination, and compliance
documentation processes for the 988 Colorado Mental Health Line. The position is responsible for maintaining the internal complaint management system to ensure that concerns raised by the public, partners, and stakeholders are handled consistently, documented appropriately, and reviewed in alignment with established Behavioral Health Administration policies, contractual requirements, and applicable state and federal guidance. The role exercises delegated administrative authority over complaint management processes and serves as the internal point of accountability for ensuring that complaint information is complete, accurate, timely, and suitable for leadership review. While this position does not make final determinations or impose corrective action, leadership relies on this role’s analysis and findings to inform decisions related to system performance, risk mitigation, and operational improvement.
Strategic Project Management and Evaluation - This duty involves administering strategic quality, compliance, and performance-related initiatives for the 988 Colorado Mental Health Line. The position is responsible for overseeing the internal coordination, tracking, and evaluation of initiatives that support system improvement, operational readiness, and accountability across the statewide 988 system. The role exercises delegated administrative authority to define project management approaches, evaluation methods, and monitoring processes within its assigned domain. While the position does not direct staff, control resources, or approve final deliverables, it is accountable for ensuring that initiatives are organized, monitored, evaluated, and documented in a manner that supports leadership oversight and informed decision-making.
Stakeholder Engagement and Reporting - This duty involves administering internal stakeholder coordination and reporting processes related to quality, compliance, and performance oversight for the 988 Colorado Mental Health Line. The position serves as the internal subject matter authority for quality and compliance information and is responsible for ensuring that information shared with leadership and partners is accurate, consistent, timely, and aligned with established standards. While this position is not the primary external spokesperson for the State of Colorado, it exercises delegated administrative authority to manage information flow, prepare authoritative summaries, and coordinate technical communication related to quality, compliance, performance, and complaint activity. Leadership relies on this role’s analysis and reporting to support oversight, decision-making, and accountability.
