About the work unit- The Data Management and Analysis (DMA) team uses expertise in analytics, research and evaluation to inform DYS operations, initiatives and outcomes. The team routinely generates products and reports that guide decision-making and provide valuable insight into the youth populations served by the Division. DMA conducts analysis and prepares statistics for both internal and external stakeholder consumption. The team prepares information used in the legislative process, monitoring Division performance, and supporting the Strategic Plan.
The team is comprised of highly skilled professionals with a deep understanding of statistics, analytics, research, evaluation, criminology, sociology, psychology, as well as juvenile justice, to include theory and literature. Team members strive to provide key information, inform policy, advocate for practices that ensure youth and family success, and enhance performance within the Division by: 1) Promoting Data-Driven Decision Making, 2) Promoting Data Transparency and Accessibility, 3) Conducting Relevant Analysis, 4) Evaluating Practices, and 5) Advocating for Evidence Based Principals, Practices, and Programs.
The Data Management and Analysis team is part of the DYS Director’s Office. The DYS Director's Office includes all Central Division administration activities and responsibilities related to the management and oversight of State-operated institutions and privately contracted residential and non-residential services for both detained and committed youth. In addition, DYS administers a community-based system that includes case management and parole services, and CYDC Community-based Detention Services. The Director's Office maintains responsibility for the following administrative functions: establishing and monitoring standards for service; developing policies and procedures and auditing programs and services for compliance; developing and allocating resources for programs and providing administrative systems to support programs, such as data, financial management, and contracting systems; developing and implementing short-term and long-term Division goals and planning initiatives to address DYS's current and future program and resource needs.

Description of Job
Purpose of Position- The purpose of this position, as a Senior Analyst, is to perform complex analysis and make process decisions that are both formulative and strategic on behalf of the Division. The predominant duty of this position is to connect agency leaders, staff and stakeholders with real-time information through Data Visualization Dashboards (Senior Authority designation). These Data Dashboards, and linked products, supply information to make smart, defensible, data-driven decisions. The complexity and scope of the position requires advanced level analysis, a unique level of technical expertise, and a rich understanding of the Division and Department’s data, data sources, and data structures. The position informs all areas of Division operations and functions, executes the agency’s vision for real-time data access, and supports the Department’s vision to replicate these valuable assets across all CDHS Offices and Divisions. The Position reports directly to the Division’s Director of Data Management and Analysis.
This position is a Senior Authority in Data Visualization Dashboards. As the leading expert in Data Dashboards, this position provides executive oversight of agency dashboard development, management, and utility, which allows for real-time DYS data consumption. Data Dashboards are online, interactive, relational data sites where leaders can monitor and gauge important metrics. As an example, the DYS Health Dashboard is utilized by CDHS leaders to investigate and analyze youth populations served, staffing trends, and various operational topics. Dashboards are not only a successful tool for CDHS, but also provide utility reaching other teams/Departments/entities across the state. As such, this position is an expert that also influences innovation and decision-making in other Departments and other statewide agencies. The position, through product development, management, expertise-sharing, and training, provides assistance to outside entities as it relates to juvenile justice data. The position is a pace-setter for their specialized, unique, and highly-technical expertise.
Job Duties -
Data Visualization Dashboards – Executive Oversight - This position assumes the role of expert on Data Visualization Dashboards, as a senior authority, allowing statewide agencies the benefit of real-time DYS and Juvenile Justice data consumption. Utilizing a highly-technical and specialized skillset, the position optimizes the access, review, and understanding of key DYS metrics in accordance with the following primary dashboard duties:
- Designs, develops, and produces Data Dashboards;
- Designs scalable internal data repositories and pipelines to support robust and timely visualization,
- reporting, analytics, and insight sharing (e.g., trends & outcomes);
- Generates and automates statistical computations, analyses, reports, and special studies that meet the
- mandates and priorities of the agency, state and federal government, partners, stakeholders, and the
- general public;
- Demonstrates expertise in data analysis, modeling, processing, transformation, integration, and
- visualization to deliver accurate and actionable information to inform agency decisions, policy, practice,
- performance and results;
- Leads Extract, Transform, Load (ETL) processes;
- Oversees functionality, optimization, maintenance, and troubleshooting;
- Oversees user access: hierarchy, group membership, and dashboard profiles/assignment;
- Plans and schedules expansion or reduction;
- Coordinates with DYS Data Manager on software licensing actions, needs, and forecasts;
- Serves as Division liaison to Department Leads in areas that support Dashboard requirements: tableau
- coordinator, secure agency servers, server updates, version upgrades.
- Serves as Department Liaison to Other State Departments, to support data sharing, external agency data use,
- interpretation, and applied practice.
Data Visualization Dashboards - In coordination with the DMA Data Manager, the position oversees data governance and stewardship of DYS Data
Dashboards, monitoring security and compliance with organizational and regulatory standards. The position works with agency leaders and decision-makers (e.g., DYS Director and Associate Directors) to support access permissions and profiles, level and amount of data accessible within each profile, communicating security standards to end users, and managing connections to secure servers and data files for new dashboard users. The main duties include, but are not limited to:
- Supporting dashboard users as a primary point-of-contact for connecting, training, troubleshooting, and
- supporting staff to identify areas of need or solutions to dashboard access.
- Collaborating with the DMA Data Manager, and liaising with OIT/BITS partners to monitor staffing changes,
- associated permission-levels, and dashboard access;
- Managing Dashboard software version updates and impacts, with the assistance of OIT; proactively planning
- for impact and communicating potential outages, when possible;
- Directly communicating access, levels of access, and areas of access to end users;
- Coordinating data access levels across staff groupings/profiles, and works closely with DMA to review options
- for supporting data drill-downs, with respect to the sensitivity and business-need levels of aggregation to
- protect client information;
- Conducting scheduled reviews of data dashboard access to ensure the security and accessibility of data in
- Tableau and Looker Studio;
- Coordinating data extraction and sharing internally to support DYS leaders and staff with data to inform
- strategy-development, and ongoing data monitoring;
- Coordinating data extraction and sharing externally to support Department-wide efforts;
- Consulting with CDHS Data Governance lead and DMA Director to confirm the presentation of dashboard data
- aligns with commonly acknowledged standards (HIPAA, PII) and ensures appropriate aggregation to secure
- the protection of information, balancing the requirements of the Department, OIT/BITS, Other State
- Departments, and client privacy.
- DYS client data require immense protection, as the individuals are a 3-fold vulnerable population:
Advanced Statistical Analysis - As a DYS Senior Analyst, this position is responsible for conducting advanced statistical analysis, performing complex
analyst work under the direction of the DMA Director. Position synthesizes data for analysis, digestion, and action. Simplifies results and implications for practical application and use. Presents key findings and data-informed recommendations, including action steps, to various stakeholder groups. Examples of the advanced analysis and evaluation this position conducts includes, but is not limited to:
- Complex Trend Analyses of the DYS Populations;
- Relative Risk Index ratio production and analysis (i.e., to examine disparity in practice, policy, service provision,
- or outcomes);
- Advanced Statistical testing, which includes using experience and expertise in applied statistics with advanced
- statistical software packages;
- Academic growth calculations and analysis, complex comparative analysis and norming decisions;
- Statistical manipulation and adjustment to bolster justice trend estimations and accuracy (e.g., adjusting
- juvenile arrest data to allow for geographical investigations); Sophisticated algorithms and data processing to support record matching, linking, and building complex
- longitudinal data sets for evaluation;
- Other advanced research techniques to assess the effectiveness of division wide programming.
- Establishing efficient and effective processes for identifying anomalies, diagnosing, and relaying information
- regarding data concerns to the appropriate staff, and supervisors.
- For Data Dashboard purposes, QA/CQI steps will include integrating data error identification and
- error-handling mechanisms within the ETL pipeline to ensure that data integrity is maintained throughout the
- process.

- due to longevity, relevance or application;
- Position decides when and how to relay controversial or unfavorable results, outcomes, trends to agency
- leaders; taking care to provide ample context, conversation, and allowing leaders time to prepare questions,
- have meaningful discussion(s), and develop communication plans as needed;
- Position decides most valuable presentation approach, for example stakeholders in individual or group venues;
- Decides best methods to convey findings in a way that communicates clear,
Committee Work & Other Duties as Assigned - This position participates in committees, work groups, and be “staff-to” advisory groups or boards that have data extensive and specific data needs. Position assists these committees and work groups with the requested and necessary data to inform projects, assignments, and decisions. Position serves as a consultant, presenter, and interpreter, assuring that these groups understand data results, implications, and recommendations. This position may be assigned other tasks, as needed, to meet changing needs of statute, mandated reporting
requirements, responsibilities of the legislative working group, DMA team, Division, Office, or Department. Under unusual circumstances such as emergencies, disasters, understaffing, or those aforementioned, the position performs other duties as assigned by the DYS Director of Data Management and Analysis or the Division’s Director’s Office.

MINIMUM QUALIFICATIONS:
Experience Only:
Eight (8) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.
Preferred Qualifications:
Understanding of performance management in a juvenile justice environment
Understanding how decisions on policy and practice impact outcomes and how data can be used to guide these decisions
Professional experience as a statistical analyst in the Juvenile Justice field
Experience working with large relational databases
Exceptional proficiency with the following software programs and technical solutions:

Standard Query Language (SQL) query writing
TOAD for Data Analysts, to extract data and create procedures for relational databases

Conditions of Employment:
