Reporting to the Manager of Policy Development and Engagement, this bilingual position serves as the manager for the Division’s policy advisor team, which provides expertise across a range of state and federal labor laws.
The position is responsible for the daily operations of the policy team within the Labor Standards Policy Development and Engagement Team, including decisions that directly impact the pay status or tenure of at least three full-time equivalent positions. This position determines how to accommodate work pattern changes by shifting staff within the team. It is responsible for creating a growth-based environment through staff training, assessment, and feedback collected and received. This position analyzes the team's skills and directs any necessary training to improve performance. This position provides leadership and management of policy advisors and other policy team members. This position provides coaching, training, and initiates individual meetings and team meeting discussions within the team. This position uses judgment and resourcefulness to interpret circumstances and establish guidelines that direct the team’s goals, aligning with the Policy Team’s strategic goals and the Division’s mission.
This position uses judgment, training, experience, and resourcefulness to analyze and interpret laws, regulations, and policies and apply them to a wide variety of circumstances. This position establishes policies, guidelines, and processes that direct the implementation and administration of new and existing laws. This position is responsible for making process-level decisions, including but not limited to, the management of the Division authority, policy, and enforcement programs, including: Joint Employment, Worker Classification, Individual Liability, Compliance Orders, Willfulness, Administrative Liens and Levies, and Immigration Proceeding Support. This position actively participates in rulemaking and interpretation and manages the policy team's policies and processes.
This position serves as the manager and expert on the Division’s publicly published guidance: Interpretive Notices and Formal Opinions (INFOs) and the Knowledge for Workers on Labor Law is Empowering & Drives Good Employment (KNOWLEDGE). The position designs, develops, implements, and manages INFOs, the Division’s officially approved notices, opinions, and explanations on various labor law topics, and KNOWLEDGE, one-page summaries for employees on their labor rights.
In addition to accountability for at least three or more full-time equivalent positions, the position oversees, in collaboration with the Manager of Policy Development and Engagement and the Wage and Hour Investigations managers designs strategic plans for claim investigations involving topics such as, but not limited to, Individual liability, Joint Employment, Worker Classification, Compliance Orders, Willfulness, and Rulemaking to refine new and existing workflow processes and production.
