This work unit exists to administer Unemployment Insurance (UI) programs within the State of Colorado by implementing the procedural and substantive provisions of the Colorado Employment Security Act (CESA) and federal statutes. The work unit researches, analyzes, and interprets UI law to assure the propriety of individual claims for unemployment benefits. The work unit issues legal determinations governing separation pay and eligibility decisions for UI benefits, performs and completes claims processing in the computer system, and applies state and federal laws, policies, and procedures, and unit practices and procedures in order to adjudicate UI claims in the most efficient, equitable, and effective manner. In addition, this work unit provides support in the Special Programs area to ensure the quality operation of all federal and interstate programs. The programs are UCFE (Unemployment Compensation for Federal Civilian Employees), UCX (Unemployment Compensation for Ex-Service members), CWC (Combined Wage Claims-Liable Wage, Wage Transfer, and Interstate (Liable and Agent)


As a work leader and core knowledge subject matter expert on the administration of the UI program the position aids staff in the performance of their job duties and completes quality reviews of the work performed by staff. Position imparts advanced knowledge, technical guidance and policy direction to Labor and Employment trainees, Labor and Employment Specialist (L&E’s) I and II on assigned teams, peers, supervisors and UI management. Maintains acceptable levels of performance and assures adequacy of documentation, evidence and reasoning applied to cases assigned to the work unit. 


Serves as a content knowledge resource for agents who are taking claims and agents who are working in Non-Monetary Adjudication. 

Position collaborates with peers and supervisors to identify and recommend changes in work process and/or procedures to improve program quality. Assures propriety of claim status and eligibility is accurate. Through demonstrated leadership skills and abilities, professional experience, expertise and knowledge position identifies and resolves complex claims related problems and issues and serves as a resource to communicate effectively and work collaboratively with inter-group units, including UI management.


Oversee the progress of employees quality of work by providing training to staff regarding the application, implementation and adaptation of policies, practices and procedures to improve the quality of work in the organization.

MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position. Experience to include; experience in processing 

non-monetary issues in CP. 


OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years


PREFERED QUALIFICATIONS 

  • Coaching experience to include mentoring and role modeling a commitment to excellence which includes adapting to individual learning styles

  • Ability to provide multiple solutions within a complex framework of laws and regulations

  • Experience training adult learners in a remote environment

  • Experience conducting formal or informal job performance reviews

  • Resourcefulness, creative problem-solving and the ability to advise, counsel, and establish credibility with UI employees, including management, CDLE senior management and external customers

  • Demonstrated collaboration with other units to solve shared problems and maintain consistency of processes and procedures

  • Experience using Google Gemini

REQUIRED COMPETENCIES: 

  • Excellent verbal and written communication skills

  • Advanced knowledge of Unemployment Insurance benefits.

  • Strong analytical, problem-solving, and decision-making skills

  • Excellent conflict resolution and interpersonal skills

  • Proficiency with PC Software

  • Excellent organizational and multitasking skills

  • Non-Monetary adjudication experience

  • Subject Matter Expert level knowledge of MyUI.
