Description of Job

The Colorado Department of Corrections (CDOC) is recruiting for a dynamic Private Prison Monitoring Unit (PPMU)/Offender Services leader.  This position directs the overall management of private prison monitoring, and provides leadership and oversight support of the multifaceted inmate management system through through training, reviewing, monitoring, and auditing of the private prisons utilized by the CDOC and ensures each facility is in compliance with state statutes, CDOC regulations, case law, contractual requirements, and the CDOC mission.  This position provides direct supervision to seven full-time professional staff.

Responsibilities include, but are not limited to:
  • Support the facilities, prison operations and the CDOC through sound correctional practices and provide professional oversight for the department's responsible for the management, supervision, and day to day operations of PPMU/Offender Services.
  • Responsible for administratively monitoring the general operations of contract facilities housing Colorado inmates.
  • Enforce policies and practices relating to the contractual obligations encompassing facility operations, conditions of confinement, program delivery, food service, mental health and medical services, case management, classification and disciplinary systems.
  • Act as a liaison with local government and state agencies and stakeholders.
  • Monitor contract allocations and advise management of projected bed space status.
  • Responsible for the negotiation and completion of annual contracts/IGAs between the department and private prison contractors.
  • Analyze information relative to specific operational issues and initiate or carry out assignments directly affecting system performance. 
  • Forecast budget expenditures, submit budget projections in keeping with legislatively mandated allocations; develop staffing patterns, negotiate contract and special project funding and provide recommendations for operational needs.
  • Develop, review and approve all applicable implementation adjustments for areas of responsibility to comply with CDOC administrative regulations.
  • Establish unit objectives, priorities and benchmarks consistent with departmental goals, strategic plan and agency policies and procedures. 
  • Comply with administrative and legislative intent interpreting legislation and developing new and innovative programs.
  • Provide leadership and oversight support of the multifaceted inmate management system to include classification systems, case management, disciplinary systems, court services and detainer operations, central transportation, central classification operations (population management systems, Interstate Corrections Compact), time and release operations, in addition to the private prison monitoring unit.  
  • Ensure optimal efficiency of correctional services delivery. 
  • Second level supervisor with authority for actions and decisions impacting pay, status, and tenure of others.
  • Train, coach and evaluate the activities of staff.
  • Perform other job related duties as assigned or required.

MINIMUM QUALIFICATIONS

Experience:

Ten (10) years of relevant experience in Management, Criminal Justice, Business, Public Administration, Behavioral Sciences or a related field. 

Must include two (2) years of experience, which includes all of the following:
  • Administrative management experience which included development and implementation of organizational management strategies;
  • Establishing goals and objectives; 
  • Planning, development and implementation of policies and budget necessary to achieve the mission and goals of an organization or program.

-OR-

Education and Experience:

A combination of education and/or relevant experience as defined above in Management, Criminal Justice, Business, Public Administration, Behavioral Sciences or a related field equal to ten (10) years.

Must include two (2) years of experience, which includes all of the following:
  • Administrative management experience which included development and implementation of organizational management strategies;
  • Establishing goals and objectives; 
  • Planning, development and implementation of policies and budget necessary to achieve the mission and goals of an organization or program.

Preferred Qualifications
  • One (1) year of second-level supervision supervising professional-level staff. (Supervision is exercising span and control over subordinate staff within the professional series to include coaching, mentoring, daily monitoring, performance management (planning, reviewing, and evaluating), resolving complaints/grievances at the informal level, responsibility for scheduling and leave approval, and providing input that could affect pay, status, or tenure).
  • Experience developing strong partnerships with internal and external stakeholders from all organizational divisions and units.
  • Experience developing, analyzing, and reporting strategic outcomes.
  • Experience developing and monitoring allocated funding for diverse programs and services.

Drivers must maintain a valid, non-restricted Colorado driver license, obey traffic laws, and be able to safely operate a motor vehicle. State drivers are expected to maintain a safe driving record consistent with Colorado Division of Human Resources Universal Policy Driving StandardsEligibility to drive a State-owned vehicle, includes holding a valid Colorado driver’s license within 30 days of employment or residency change and meeting specific driving record criteria. Serious traffic violations, including DUIs or reckless driving, can disqualify drivers for up to seven years.  All State Vehicles are monitored by telematics for safe operation and employees have no reasonable expectation of privacy while using an agency State Fleet vehicle.


Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.
