Compliance Investigator class series description available online

The Office of the Inspector General (OIG) Background Investigation Unit (BIU) supports the Colorado Department of Corrections (CDOC) by ensuring organizational integrity and effective risk management. The BIU conducts comprehensive pre-employment screening, analyzes criminal history data from NCIC/CCIC, and interprets legal documentation in accordance with CRS 17-1-103.8 and Department Administrative Regulations. These functions mitigate institutional risk, promote public safety, and ensure staff meet the standards required for DOC facilities. Ultimately, the BIU ensures that all staff meet the minimum standards required to safely staff DOC facilities and offices. 

This position also exists to detect policy violations, collect and analyze evidence, analyze complaints, and to plan and conduct administrative investigations into alleged allegations of staff misconduct and violations of policy. This position conducts interviews with victims, witnesses, complainants, and subjects, which may include employees, member of the general public, and individuals in the custody of the Colorado Department of Corrections. The position completes written reports, legal documents, and provides testimony when necessary.

Specific duties and responsibilities of this position include, but are not limited to:
  • Analyze complaints and validate evidence to determine the presence of policy or procedural violations.
  • Plan, organize, and independently conduct administrative investigations into alleged staff misconduct, policy violations, and complaints.
  • Conduct advanced interviews and interrogations with victims, witnesses, and subjects, including both staff and individuals in custody.
  • Review and analyze documents, statements, and reports to identify key information and determine investigative priorities.
  • Provide clear, expert testimony in administrative hearings regarding findings and recommendations.
  • Delegate workload and establish priorities for assigned cases, applying appropriate guidelines for effective investigative planning.
  • Oversee and certify the performance of assigned duties, ensuring responsibilities align with Department standards.
  • Conduct quality assurance reviews of investigative reports, legal documents, and employment recommendations prior to Chief Investigator
    review.
  • Evaluate complex criminal charges and applicant histories for compliance with CDOC standards and CRS 17-1-103.8
  • Monitor and correct data accuracy within pre-employment tracking systems.
  • Review and validate employment eligibility determinations, ensuring decisions are evidence-based and compliant with legal standards.
  • Oversee the use of NCIC/CCIC, Blackstone, and Colorado Court systems to obtain, review, and interpret confidential criminal history
    information.
  • Recommend policy changes that address compliance violations and help prevent inappropriate conduct.
  • Apply analytical judgment to tailor guidelines and develop unique approaches based on precedents, best practices, and subject-matter
    expertise.
  • Other duties, as needed.

MINIMUM QUALIFICATIONS: 

Experience Only:

Six (6) years of *professional investigative experience to include ALL of the following aspects of investigations: Conducting Interviews; collecting and processing evidence; and writing investigation reports / conducting research. This experience must be detailed within the work experience section of your application to meet this requirement. Any work experience less than full time will be prorated.


OR


Education and Experience:

A combination of related education (Criminal Justice, Psychology, Behavioral Sciences), formalized apprenticeship program, certification, and/or relevant professional investigative experience as defined above equal to five (6) years.

Required Competencies:
  • Extensive experience conducting independent administrative investigations with precise attention to detail and affecting the arrest of suspects;
  • Working knowledge of and experience in federal, state, and local statutes, rules, and regulations related to administrative investigations;

Drivers must maintain a valid, non-restricted Colorado driver license, obey traffic laws, and be able to safely operate a motor vehicle. State drivers are expected to maintain a safe driving record consistent with Colorado Division of Human Resources Universal Policy Driving StandardsEligibility to drive a State-owned vehicle, includes holding a valid Colorado driver’s license within 30 days of employment or residency change and meeting specific driving record criteria. Serious traffic violations, including DUIs or reckless driving, can disqualify drivers for up to seven years.  All State Vehicles are monitored by telematics for safe operation and employees have no reasonable expectation of privacy while using an agency State Fleet vehicle.
