Location: This is a transfer opportunity for a Correctional Officer I at Central Transportation Unit (CTU) in Canon City
Shift: 1st, Saturday - Sunday off.This notice provides instructions about how to submit an application for a lateral transfer, voluntary demotion or classification transfer (collectively referred to as a transfer in these instructions) to a different facility within the Colorado Department of Corrections (CDOC). The CDOC Office of Human Resources (OHR) administers the Centralized Transfer Process (CTP) for covered positions. When filling a covered position with a transfer, an AA will consult with OHR.

Description of Job
**Please note: all applications for transfer requests must be approved by the employee’s current Appointing Authority. | This position exists to maintain safety and security of facility and work sites. Position monitors access into and out of facility, and other specified areas. Through clear and accurate communication, trains and guides offenders and applies the proper use of controlled items, keys, tools, equipment and chemicals; enforces security procedures and controls contraband by conducting offender counts, work site searches, strip searches, cell searches, pat searches and shakedowns; position monitors workplace environment and offender behavior, paying close attention to changes, inappropriate activity or potential problems; position initiates verbal reprimands when warranted and, if necessary, physically controls offenders with the appropriate application of restraints or Use of Force techniques. Position monitors, supervises and escorts/transports offenders according to agency policy and prepares and submits required reporting. Position promotes a safe and secure environment through conscientious observation, clear communications and adherence to agency Administrative Regulations (ARs), facility Implementation Adjustments (IAs) and the Code of Penal Discipline (COPD). |
Job duties include but are not limited to:
• Exercise complete control and management of offender behavior during transport, i.e. facility to facility, court transports, medical transports, interstate transports, inter-agency transports, and Colorado Mental Health Institute commitment;
• Assist the CO II with routing and order of routing with respect to internal and external vehicle emergency situation, i.e. location of all law enforcement agencies along route, road closures, natural hazards and vehicle/equipment breakdown;
• May be tasked to act as lead worker on occasion through approval from a unit supervisor;
• Record and enter vehicle trip log, custody receipts, incident reports, fuel receipts, and request for maintenance forms and submit to CTU supervisor;
• Ensure accountability for weapons, ammunition, restraints, and vehicle keys at end of work shift; inspects restraints for defects and the locking mechanisms to ensure they are working properly;
• Operate mobile radio in accordance with FCC regulations; have a working knowledge of application and use of High Risk Transport equipment;
• During transport, frequently there is no radio or telephone communication; CO I must make high level decisions for medical emergencies, alternate transport routes, commandeering of transport vehicles, vehicle breakdowns, discharge of firearms, use of force and or any other emergency which may arise through consultation with a CO II or unit supervisor when necessary;
• In court with offenders, staff is often conferred upon by the judge, court officials, or local law enforcement concerning degree of restraint devices to be used on offenders and overall security in the courtroom and holding areas;
• Utilize personal knowledge of offender, escape risk, institutional behavior or psychological profile;
• Position will/may be in possession of and transport payroll checks, mail, canteen items, inactive records and or property throughout DOC;
• Provide offender supervision, as needed, in hospital settings;
• Perform correctional officer duties to include maintaining the safety and security of offenders during hospital admission and placement;
• Determine process of handling and transporting medical supplies, laboratory work, pharmaceuticals, bio-hazardous materials, blood work, in which they receive specialized training to accomplish these tasks;
• Responsible for the daily checkout and inspection of security equipment and vehicles;
• Coordinate with the CO II for optimal transport arrangements that are safe, secure, and efficient;
• Responsible to pat or strip search offenders for a variety of transports as dictated by policy;
• Responsible to properly restrain and account for offenders during transport; loading and or unloading of offender property and abiding by facility intake requirements.

Education and Experience:

- Possess a valid driver’s license. Drivers must maintain a valid, non-restricted Colorado driver license, obey traffic laws, and be able to safely operate a motor vehicle. State drivers are expected to maintain a safe driving record consistent with Colorado Division of Human Resources Universal Policy Driving Standards. Eligibility to drive a State-owned vehicle, includes holding a valid Colorado driver’s license within 30 days of employment or residency change and meeting specific driving record criteria. Serious traffic violations, including DUIs or reckless driving, can disqualify drivers for up to seven years. All State Vehicles are monitored by telematics for safe operation and employees have no reasonable expectation of privacy while using an agency State Fleet vehicle.
- Must be 18 years of age, and have no felony convictions or domestic violence history.
SPECIAL ENTRY REQUIREMENTS:
* Must clear background check related to driving offenses, drug abuse and other felonies/misdemeanors;
* Must be free of corrective and/or disciplinary actions 1 year prior to selection and during the length of assignment in the position due to high liability and accountability needed for position;
* Candidates are required to complete an Armed Transport Qualification course within 6 months of hire and pass a CDOC 16 hour Armed Transport Refresher Training on an annual basis;
* Candidates are required to complete a Taser qualification course within 6 months of hire as well as maintain and demonstrate proficiency on an annual basis;
* Candidates are required to complete a handgun certification and firearms proficiency course within 6 months of hire as well as maintain and demonstrate weapon proficiency on a quarterly basis;
* Must have a Class B commercial driver's license endorsement or have the ability to obtain a Class B driver's permit within 3 months of hire and licensure within 6 months of hire;
* Must have the ability to drive long distances and fly on private or commercial aircraft;
* Must pass a Department of Transportation (DOT) physical exam on an annual basis.

- Ability to study information and recount events in a written, comprehensive, legible method;
- Ability to incorporate the CDOC mission statement while completing daily job duties;
- Knowledge of and willingness to apply effective correctional methods to prepare inmates for community reentry;
- Willingness and ability to respectfully communicate with inmate families and the public;
- Ability to effectively communicate and work with inmates through daily monitoring in a variety of situations;

- Ability to learn about and utilize firearms, restraints, chemical agents, and security devices in a safe and professional manner;
- Ability to learn to operate communications equipment in a professional manner (e.g., two-way radio, telephone switchboard, public address equipment);
- Ability to use hands to seize, hold, grasp and turn objects;
- Willingness to follow chain of command and established safety and security protocols;
- Ability to quickly respond to emergencies (such as fights, medical emergencies, fires or escapes);
- Ability to use physical force to control a situation;
- Ability to climb stairs and walk on hard surfaces throughout shift;
- Willingness and ability to work outside during inclement weather;
- Willingness and ability to adhere to the CDOC Drug Deterrence Program.
