Description of Job

This Correctional Support Trades Supervisor III (CSTS III) is a General Maintenance Captain for the Colorado Department of Corrections (CDOC) in Canon City, CO. Primary responsibilities include but are not limited to ensuring the safety and security of the general public, staff and inmates and supervising staff and operations within the physical plant of the complex. Position prepares inmates for community reentry by promoting the Colorado Department of Corrections Mission, Vision and Values while adhering to a high level of integrity and commitment.

Primary responsibilities include:

  • Ensure safe, efficient, compliant and cost effective general maintenance operations to include preventative, predictive and corrective maintenance.
  • Ensure strict compliance with all applicable regulations, policy, guidelines and standards, keeping accurate and timely records.
  • Ensure the safety and security of facility and work sites
  • Promote a high level of performance by setting the work standard according to agency mission, vision and values. This includes the supervision of staff who also supervise other staff and inmates
  • Participate in the development of security policies
  • Ensure individuals in assigned work unit comply with all applicable CDOC and facility policies
  • Participate in hiring process by interviewing candidates and making recommendations; ensuring accurate position descriptions, preparing performance plans, and conducting performance evaluations according to agency Performance Management Program (PMP); monitoring and documenting staff performance in order to develop individual performance plans and support thoughtful evaluations.
  • Ensure all assigned staff are trained in the safe and correct use of tools, equipment, procedures and security protocol.
  • Resolve informal staff and/or inmate grievances and initiating corrective/disciplinary action if needed
  • Ensure safe, code compliant and efficient construction, remodeling or refurbishing of facility buildings and grounds by reviewing project function, design and blueprints, coordinating with project supervisors and plant manager and delegating required work based on safety and security factors and efficient use of resources; position monitors progress, staff and inmate workers through all phases of projects. Position assists in generating Project Directives, Contingency Requests and Controlled Maintenance Requests.
  • Monitor budget, and maintaining inventory and accurate documentation and record keeping for all assigned areas.
  • On a rotational basis, position serves as the facility duty officer.

The General Maintenance Captain may act as the Facility Project Manager for large scale capital improvement jobs; reviewing plans for each phase of construction while coordinating with contractors, Physical Plant Manager, Custody Control and other facility trades supervisors, ensuring efficiency, security and safety throughout projects.  

Position may be required to supervise additional staff in the absence of other supervisors; may be required to work outside during inclement weather, work in close proximity to industrial equipment and in high, tight and/or confined spaces.

Position is subject to call back and working additional hours and/or shifts to maintain safe and secure operations.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications: 

Six (6) years of employment experience in building/equipment maintenance or combination of building/equipment and grounds maintenance.

Building/Equipment Maintenance - includes planning, estimating and performing a variety of "hands on" trades such as carpentry, plumbing, welding, machinery/equipment installation, repair, and maintenance on HVAC and refrigeration systems, boiler operations, performing preventive, predictive, and corrective maintenance, housekeeping, janitorial, and custodial work, and electrical on residential, commercial, or agricultural structures.


Grounds Maintenance - includes planning, installation and/or maintenance of automated irrigation systems, comprehensive lawn care and a variety of other exterior work such as concrete work, asphalt patching, fence building and/or snow removal.

OR

Applicant may meet the six (6) year requirement with a combination of work experience as follows:

A minimum of four (4) years of employment experience as described above may be combined with correctional experience. 

Correctional Experience - must be security related duties where primary responsibilities included detaining, controlling movement and escorting inmates in a prison facility; conducting counts and searches while monitoring inmate assignments and movement throughout the day.

Substitution:
Completion of formal education at an accredited, non-correspondence trade/vocational school, college or university that resulted in demonstrated competencies equivalent to those gained through the required experience may be substituted for the experience on a year for year basis. If you are using education as a substitution, you must attach transcripts showing the name of the institution, your name and student ID, the degree and date awarded.


Required Competencies:
  • Proficiency in supervision of personnel to include strong interpersonal skills with the ability to coach and mentor assigned staff to promote retention by focusing on professionalism, teamwork, individual and unit accountability, clear communication of goals and expectations and effective and efficient operations.
  • Thorough understanding of the CDOC Performance Management Program (PMP) and effective and thoughtful performance management oversight
  • Sense of pride in work and a strong desire to effectively communicate with and supervise staff and inmates in a highly regulated environment while coordinating with other shops and trades and ensuring uninterrupted operations in assigned areas of responsibility
  • Extensive knowledge of CDOC policies
  • Proficiency in performing predictive, preventive and corrective general maintenance on building systems such as plumbing, electrical and carpentry.
  • Ability to read blueprints, conduct relevant research and create an estimate of time, material, labor and cost for projects.
  • Ability to plan and ensure effective implementation of best methods and strategies to accomplish safe, compliant operations at optimal efficiency.
  • Self motivated and able to set and achieve organizational goals
  • Basic understanding of emergency management, ability to make sound decisions and the ability to effectively respond to emergencies.
  • Strong work ethic, integrity and dependability.
  • Computer literacy and ability to navigate electronic work order programs
  • Willingness and ability to use physical force to control a situation
  • Ability to maintain security, visually observe and monitor inmate whereabouts and maintain an accurate count in work sites and assigned areas.

Preferred Qualifications:
  • At least one (1) year Corrections related experience at the (lieutenant level) or higher; CSTS II, CSLTS II, CO III or Safety Specialist III 
  • Additional licensure and/or formal education in the following areas: Carpentry, Plumbing, Electrical, Electronics, and/or HVAC (must attach licensure and/or transcripts) 
  • Associate's degree or certificate programs in electronics
  • Certified electronics technician
  • Possess more than one of the required licensures: Active Journeyman Plumber License, EPA Universal Refrigeration Certification (Type I, II, and III EPA Certification), or Stationary License(must attach licensure and/or transcripts).
  • At least one (1) year of experience providing work lead or supervisory duties in correctional physical plant operations, that may have included assigning tasks, creating schedules, training, monitoring work and hours.

Drivers must maintain a valid, non-restricted Colorado driver license, obey traffic laws, and be able to safely operate a motor vehicle. State drivers are expected to maintain a safe driving record consistent with Colorado Division of Human Resources Universal Policy Driving Standards. Eligibility to drive a State-owned vehicle, includes holding a valid Colorado driver’s license within 30 days of employment or residency change and meeting specific driving record criteria. Serious traffic violations, including DUIs or reckless driving, can disqualify drivers for up to seven years. All State Vehicles are monitored by telematics for safe operation and employees have no reasonable expectation of privacy while using an agency State Fleet vehicle.

The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass.  Random drug screening will occur throughout employment.
