About the Work Unit
The Division of Human Resources (DHR) provides all human resource (HR) functions at the Colorado Department of Transportation (CDOT), which includes performance management, talent acquisition and compensation, benefits and employee programs, employee relations, Labor Relations, HR compliance, organizational development, employee development, and HRIS. DHR is the point of contact for all HR related questions and ensures that department policies, state personnel rules and procedures, state and federal employment laws, and industry best practices are appropriately implemented at CDOT.
About the Position
As the Benefits Manager, you will be responsible for leading and administering CDOT’s employee benefits program. You will work in collaboration with CDOT leadership on departmental strategy and development of actionable plans related to employee benefits. This position includes significant interaction with various agencies to include Central Payroll, DPA, PERA, CDLE, CDOT Risk Management, CDOT FML Liaisons, and Vendors. Job duties require knowledge of all State Benefit plans as well as State and Federal Laws and regulations related to employee benefits (i.e., IRS 125 tax code, COBRA, Medicaid and Medicare). This position serves as the Statewide FML Administrator and leave grant coordinator, and oversees staff who administer FAMLI, peer support, employee recognition, HR purchasing, and employee wellness programs.
Your duties and responsibilities will include, but are not limited to, the following
- Supervise the benefits team (currently 3 employees); provide expectations, direction, guidance, coaching, and training;
- Oversee all benefits programs, including health, short- and long-term disability, FMLA and FAMLI, wellness, peer support, and employee recognition, as well as purchasing processes for HR;
- Serve as benefits administrator and advocate for all of CDOT;
- Responsible for open enrollment of benefits each year, including reconciliations and corrections.
- Serve as benefits liaison with DPA and vendors; represent CDOT at various meetings regarding benefit administration;
- Provide consultation, problem resolution, and resources to employees and supervisors by interpreting agency policies and State Personnel Rules and regulations;
- Responsible for the FML Program Administration including content and instruction of the FML for Liaisons course.
- Maintain records and the security of employee medical files;
- Develop, implement, monitor, and communicate procedural changes related to benefits programs;
- Ensure all materials and information regarding benefits programs are accurate, comprehensive, and reflect the current State benefits;
- Address complex benefits solutions regarding health care-related legislation;
- Prepare, process, research, and reconcile information from Benefit Administration System, Personnel Information System, and Payroll System;
- Other job duties as assigned.
Work Environment
- Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
- You will likely work a hybrid schedule with a combination of in-office and remote work.
- Travel required throughout the state, including occasional overnight travel, for meetings, training, health fairs, open enrollment, etc.

Minimum Qualifications
Experience Only:
- At least 8 years of experience in human resources, public administration, business administration, or another occupation related to the work assigned to this position.
- This must include at least 4 years of experience in human resources, preferably in benefits administration.
OR
Education and Experience:
- A combination of relevant education and experience equal to at least 8 years.
- Education from an accredited college or university with coursework in human resources, public administration, business administration, or another field of study related to the duties of this position will be considered.
- Experience in human resources will be considered, preferably in benefits administration.

The exceptional applicant will be an experienced Benefits professional and will possess the proven ability or accomplishment in the following:
- Demonstrated success with the duties listed in the Description of the Job section;
- Years of State service experience related to the duties of this position;
- Highest work/personal ethics and integrity;
- Comprehensive experience in benefits administration, to include medical, dental, life, leave, retirement, disability, and wellness;
- Experience with payroll and benefits administration software;
- Comprehensive knowledge of employment laws, rules, and regulations (e.g., Family Medical Leave Act and FAMLI, Short Term Disability, State of Colorado Personnel Rules);
- Experience administering the State of Colorado's Benefits program;
- Experience in creating and implementing training programs.
- Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail and Google applications, CPPS, OnBase, BenefitSolver, and the ability to quickly learn other software systems;
- Ability to work effectively in both independent and team situations
- Ability to work under tight deadlines and be adaptable to changing assignments;
- Ability to take initiative to solve problems in an innovative manner;
- Ability to work with a variety of stakeholders with sensitivity to their needs, priorities, promises made and commitments;
- Effective interpersonal and relationship-building skills;
- Strong time and project management skills, including prioritization and multi-tasking ability;
