Description of Job
The Work Unit:
This managerial position oversees quality assurance and quality improvement within the overallQuality Management System (QMS) of the Laboratory Services Division for the Colorado Department of Public
Health and Environment.
What You Will Do:
The Quality Assurance (QA) Manager supports the mission of the laboratory by ensuring that the highest possible quality of service is provided through the development and maintenance of a comprehensive QA Program. The position exists as an integral part of the Laboratory management team. This position is considered a senior and leading authority and lead who creates goals and objectives of the QA program. The position tracks regulatory compliance for various federal agencies and certifications (including CLIA, EPA, FDA and ISO 17025), leads and responds to internal QA audits and makes recommendations to the Laboratory Director, Deputy Directors and Program Managers to resolve quality issues and to improve efficiencies in all areas of the laboratory. This position applies knowledge of certification/accreditation requirements, scientific knowledge, and analytical skills to continually improve quality. Higher management relies on this position to understand, communicate, and manage issues related to the CDPHE’s Laboratory Quality Management System. This position also recommends QA policy and prioritizes and approves continuous improvement projects initiated at CDPHE that are focused on quality improvement.Key Responsibilities:
Quality Management SystemsServes as a subject matter expert and leading authority in quality management systems (QMS) providing guidance to laboratory staff to ensure that quality policies, processes, and procedures are established, current, and followed by all laboratory staff. Also recommends policy changes to the QMS to maintain compliance.
Provide specific examples of regular, ongoing decisions made by this position related to this duty:
- Decides actions consistent with quality concepts and sound professional practice.
- Leads the laboratory in required quality management reviews of policies and procedures.
- Advocates for a culture of quality, safety, integrity, and ethics.
- Determines need for and requests resources to support the QMS.
- Analyzes quality measures to evaluate the costs of maintaining quality.
- Decides on best response to customer needs, expectations, and requirements
Documentation and record keeping: ensures staff compliance with agency quality management system and statutory, regulatory, accreditation, and licensing requirements for documentation and recordkeeping in relation to the health and safety management systems. This position is responsible for maintaining the document control platform tracking all SOPs and division policies for regulatory compliance.

- Maintains processes to ensure that staff meet licensure requirements.
- Establish competency assessment mechanism and tracks compliance for each program area.
- Oversees the policies, processes, and procedures related to QA.
- Regulatory Compliance: complies with regulations and guidelines governing laboratory testing
Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives. This position has line/staff authority
- Authorizes QA expenditures.
- Allocates funds and QA staff to QA program goals and objectives.
- Establish work schedules, review and approve work time and absences using the automated system.
- Identify training and developmental needs for subordinates.
- Provide feedback and coaching; write, review, and sign performance plans and evaluations.

Experience Only:
Ten (10) years of relevant experience in an occupation related to the work assigned to this position
Or
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years
