Anticipated Hiring Range: $4,280 - $5,175.73/month; $51,360 - $62,108.80/year
Full Salary Range: $4,280- $6,849/month; $51,360 - $82,188/year

About the Work Unit
The Colorado Bureau of Investigation (CBI) Investigation Section Records Unit has the responsibility to assist CBI Investigations and related external requestors with access to copies of our records.  These records are maintained within the CBI Records Management System, Evidence.com, or within other approved systems that CBI uses to store investigative materials.  Specifically, the Unit assists with receiving, processing, and sending digital and less frequently, hard copy records for discovery purposes or to fulfill other valid records requests. The Unit also assists with gathering statistical data for various internal and external requestors that are within the CBI’s Records Management System.  

Work Environment

  • Typical work hours: Monday-Friday, 8:00 am - 5:00 pm.
  • Primary work will be out of an office. Majority in-person position.
About the Job
This position is responsible and under general supervision for: 
  • Working closely with the Investigations Section Records Management team. 
  • Assists Agents and staff with criminal and related discovery of respective investigation items needed for criminal case filings or further criminal investigative efforts. 
  • Sends these criminal investigative items needed, electronically or otherwise, to District Attorneys or other Law Enforcement Offices while using eDiscovery, Axon, Evidence.com and via other mediums when needed to fulfill a given discovery or records sharing request. 
  • Utilizes and retrieves digital records from CBI’s Case Management System and or Body Worn Camera system for discovery purposes. 
  • Research case documents that may reside in CBI’s off-site archive system. 
  • Conducts redaction, when needed, of the items sent when needed or required. 
  • Assists with maintaining the investigations unit statistics, including CBI’s submission to the National Incident Based Reporting System (NIBRS).  
Key Responsibilities

Records Management 
Performs confidential complex administrative work involving the selection, review, retrieval, and redaction of CBI Investigative hard copy or digital media (records) to include items within CBI’s Case Management System, archives, Axon body worn camera program known as Evidence.com, or stored in other approved CBI locations. Duties include input, retrieval, research, comparing, filing, and purging of criminal and other law enforcement records. Works with multiple digital formats of hard copy and electronic/digital documents. Works closely with CBI Case Filing Agents and staff as well as other local, state, and federal law enforcement agencies, judicial districts, and district attorney offices for delivering and receiving needed criminal discovery or investigative work products. This position reviews and redacts video/audio or other documents when appropriate or requested. Ensures the release of records following state and federal statutes and CBI Directives and Policies. 

Customer Service
Communicates appropriately with members, internal, and external partners using approved and available formats. Demonstrates an awareness of the cultural diversity of the community.
  • Communicates with internal and external partners, such as district attorney offices, and other law enforcement partners to fulfill the given request. 
  • Researches, retrieves, and redacts/blurs sensitive information as needed in the compilation and preparation of digital media files to include, body worn camera footage, videos, audio, and or investigative files needed for release while following best practices and CBI policy and directives. 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience, Knowledge, Skills 

MINIMUM QUALIFICATIONS 
Three (3) years of professional experience managing law enforcement confidential records.

OR

A combination of related education and/or full-time professional experience managing law enforcement confidential records equal to three (3) years. If education is substituted for work experience, an unofficial transcript of the relevant education must be provided with your application.

PREFERRED QUALIFICATIONS
  • One (1) year of experience working with law enforcement, preferably in the preservation and custody of evidence, or digital/video footage. 
  • One (1) year of experience managing, retrieving, copying, and/or storing digital video and/or audio footage or multimedia files.
  • Experience with computerized digital and video processing.
  • Experience in record retention, administration, and customer service.

REQUIRED COMPETENCIES
  • Strong diplomacy, accuracy, attention to detail, and ability to follow directions.
  • Ability to multitask efficiently and adapt quickly to a fast-paced environment.
  • Ability to establish and maintain effective working relationships across departments and leadership levels.

CONDITIONS OF EMPLOYMENT
  • Must be a current CDPS employee at time of application.
  • Requires successful completion of a background investigation that includes a polygraph exam, Personnel Evaluation (PEP) assessment, a fingerprint based criminal, financial, employment history search and drug testing. Current employees may have taken these steps at the time of hire.
