We are looking for a Certified Community Behavioral Health Clinic (CCBHC) Program Administrator for the Behavioral Health Benefits (BHB) Section of the Office of Medicaid & CHP Behavioral Health Initiatives and Coverage (BHIC)!
BHIC administers and oversees performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. BHIC plays an instrumental role in achieving the mission of HCPF to improve access to cost-effective, quality health care services for Coloradans. The BHB Section of BHIC oversees cohesive development, alignment, and sustainability of benefits across the behavioral health continuum of care. This section provides strategic direction, integration, and oversight for high-acuity and complex behavioral health Medicaid benefits to ensure that individuals experiencing behavioral health crisis or complex needs have coordinated access to appropriate services in the least restrictive setting, while maintaining fiscal integrity and alignment with federal and state authorities

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Position Duties
What You’ll Be Doing as CCBHC Program Administrator:
Lead the planning, implementation, administration, and ongoing oversight of the Section 223 Medicaid CCBHC Demonstration.
Serve as the Department's subject matter expert on the CCBHC model and related federal Medicaid requirements.
Apply clinical behavioral health knowledge to evaluate service delivery models, assess program impacts on providers and Medicaid members, and inform policy development.
Analyze federal and state policy requirements and develop recommendations to support program compliance and effectiveness.
Align clinical requirements with Medicaid policy, financing strategies, and operational considerations.

Work closely with HCPF leadership, the Behavioral Health Administration (BHA), providers, community stakeholders, and other state partners to support successful implementation of the demonstration.
Direct and implement program activities, facilitating stakeholder engagement, analyzing policy and operational impacts, and ensuring compliance with applicable federal and state requirements.
Advance the CCBHC model within Colorado by helping align clinical service delivery expectations, policy requirements, and financing strategies in collaboration with the Behavioral Health Administration and other partners.
Supervise professional staff and provide guidance, technical assistance, and recommendations to support program goals and improve access to high-quality behavioral health services for Medicaid members.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Eight (8) total years of professional experience in behavioral health program administration, health care implementation, behavioral health clinical care, or an occupational field closely related.
Option 2:
Education and Experience:
Bachelor's degree from an accredited institution in social work, psychology, behavioral health, nursing, or a related fieldAND
Four (4) total years of professional experience in behavioral health program administration, health care implementation, behavioral health clinical care, or an occupational field closely related.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associates will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience
