About this role
The primary function of the Chief Construction Inspector (CCI) is to plan, direct, and supervise the activities of company Inspectors and Chief Inspectors in the oversight of construction work being undertaken by company contractors performing work on the steam distribution system. They must also maintain, protect, and support the integrity of the Con Edison utility systems with the project limits. The CCI is also responsible to develop and coordinate the implementation of contractor and company force construction work when necessary. The CCI is to ensure that all work is done in compliance with company rules, regulations, and specifications.
This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.
Responsibilities
- Supervise the work effort of Construction Inspectors and Inspectors engaged in all aspects of Contract administration and inspection of projects and payment review.
- Provide quality control oversight of contractor activities and reviews, administers, and authorizes billing and documentation required for payment and updating of company records. Ensures work payment accruals are accurately completed in a timely manner.
- Ensure that all contractor work is performed in a safe, timely, efficient, and cost-conscious manner, and in accordance with local, state and federal regulations, as well as the established company standards and specifications.
- Assure all contract work is conducted within the stipulations required by applicable NYC permits and minimizes quality of life issues for the community we serve.
- Establish and maintain effective daily communication with all field personnel, Sr. Specialists, Field Ops Planners, EH&S Representatives, Manager, and other internal and external organizations.
- Incorporate applicable safety, environmental, and damage prevention procedures, controls and methodologies into construction work plans and activities.
- Conduct daily meetings to identify safety concerns or procedural issues related to construction on assigned work sites.
- Respond to and act as incident commander as required on damages or environmental and safety incidents involving construction projects.
- Track, document, review and process contractors timesheets, field documentations, and contract invoices.
- Perform other related tasks and assignments as required.
Qualifications
- Bachelor's Degree and a minimum of three (3) years of work experience with Gas, Electric, Steam, or Construction, or
- High School Diploma/GED (in lieu of degree) and a minimum of five (5) years of work experience with Gas, Electric, or Steam, Construction.
- Bachelor's Degree in Engineering or science and a minimum of three (3) years of work experience with Gas, Electric, Steam, or Construction.
- Ability to interpret and apply engineering drawings, construction specifications, and technical documents, required.
- Proven experience performing contractor negotiations and directing field workforce activities, required.
- Demonstrated experience in planning, overseeing, and supervising construction projects, required.
- Strong decision-making skills with the ability to manage multiple assignments and meet strict deadlines, required.
- Excellent leadership, communication, and interpersonal skills, with the ability to effectively collaborate with internal teams, external stakeholders, and regulatory agencies, required.
- Knowledge of trench excavation, subsurface construction, and installation of outside plant steam facilities, preferred.
- Familiarity with safety and environmental procedures related to subsurface construction, contract administration, inspection, documentation, and cost control, preferred.
- Experience with work management and data systems such as IBM Maximo and Microsoft Access, preferred.
- Strong written and verbal communication skills
- Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.
- Driver's License Required
- Ability to respond to system emergencies
- Able to work in all weather conditions, i.e. excessive heat and/or cold
- Ability to work in adverse conditions that include, noise, confined spaces, and high elevations
- Ability to climb ladders and stairs
- Stand, walk, and climb ladders and stairs for the duration of the workday
- Ability to travel to company locations to work on storm restoration and heat contingencies
- Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be willing and able to perform night, overnight, and weekend supervisory duty as required by the project assignment or weekend duty roster.
