About this role
I. JOB SUMMARY
Performs highly advanced and supervisory data analysis and architecture work providing direction and guidance in strategic operations and planning. Work involves developing policies, standards, designs, and action plans on enterprise wide information governance, data system integrity and integration, and the use of data for business intelligence and analytics as they relate to strategic planning and assessment; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS
A. Oversees the development of the agency’s data governance program, establishes related processes and procedures, and exercises authority and management over the agency’s data assets; and manages and controls enterprise master data and metadata management policies, controls, and standards.
B. Coordinates with the agency’s chief information security officer, records management officer, and the Texas State Library and Archives Commission to implement best practices for managing and securing data in accordance with state privacy laws and data privacy classifications; and conducts a data maturity assessment of the agency’s data governance program in accordance with state requirements and works with stakeholders to identify, track, and report on key performance indicators.
C. Develops comprehensive strategies for data collection, usage, storage, and disposal consistent with the agency’s information resources security and records management programs; develops policies and procedures to identify, review, publish, and maintain agency high-value data sets; and posts agency high-value data sets on the Texas Open Data Portal in accordance with state law.
D. Works collaboratively with business units across the agency to define data elements and reporting standards; develops and maintains an enterprise data asset catalog and inventory of information maps; assists with special inquiries, research studies, and internal audits, and participates on advisory committees and panels as necessary to promote data management, governance, and related best practices.
E. Develops and maintains controls to ensure data quality and integrity is consistent with applicable data classifications and risk assessment strategies to include deployment of data quality monitoring systems and processes; assists data owners with implementing established data controls; ensures that appropriate audit controls exist for data that serve as the source material for regulatory and compliance reporting in conjunction with the information security office; and develops and implements policies and controls for the appropriate protection of enterprise information assets through a defined life cycle.
F. Supervises the work of others.

III. MINIMUM QUALIFICATIONS
A. Education, Experience, and Training
1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Information Technology, Management Information Systems, Public Policy, Strategic Management, Data Management, or a related field. Each year of experience as described below in excess of the required eight years may be substituted for thirty semester hours from an accredited college or university on a yearfor-year basis.
2. Eight years full-time, wage-earning experience in information technology or in a policy position related to information technology or data governance. Must include recent experience in data management to include architecting data management solutions and designing or developing data governance policies and standards.
3. Five years full-time, wage-earning experience in the supervision of employees.
4. Experience in an information management leadership role that includes developing, or leading the development of, information management strategies and developing and presenting executive level presentations, reports, and briefings preferred.
5. Experience with business intelligence and visualization tools (e.g. Microsoft PowerBI) preferred.
6. Experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs preferred.
7. Certified Data Management Professional (CDMP), Certified Information Professional (CIP), or a related credential preferred.
* Ability to maintain the security and integrity of critical infrastructure as it is defined by state law.
B. Knowledge and Skills
1. Knowledge of data management practices, data governance principles and practices, master data, metadata and reference data.
2. Knowledge of data mining and analysis techniques, data requirements and specifications, and principles of automated system design, data collection, and data reporting.
3. Knowledge of state and federal laws, rules, and regulations relevant to information technology, security, and privacy.
4. Knowledge of regulatory requirements for data governance to include emerging trends and issues.
5. Knowledge of the Federal Bureau of Investigation Criminal Justice Information Services (CJIS) policies and guidelines preferred.
6. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
7. Skill to communicate ideas and instructions clearly and concisely.
8. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
9. Skill in problem-solving techniques.
10. Skill in written and verbal communication skills capable of conveying both business and technical information.
11. Skill in organizational or political agility with the ability to drive large cross-functional data management programs involving coordination with multiple stakeholders.
12. Skill to direct and organize program activities.
13. Skill to identify problems, evaluate alternatives, and implement effective solutions, policies, and best practices.
14. Skill to project program leadership and management skills to lead organizational change to effectively meet strategic and tactical goals.
15. Skill to effectively manage priorities and demonstrate excellent organizational, followthrough, and customer service skills.
16. Skill to establish and maintain effective and cordial working relationships at all organizational levels to include agency management, direct supervision, co-workers, and internal and external customers.
17. Skill to work independently and as part of a team and to support and contribute to a cohesive team environment.
18. Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
19. Skill to supervise the work of others.
