Job Description

The Civil Engineer supports the planning, design, and delivery of municipal infrastructure projects with an emphasis on civil site design, utility conveyance systems, and pipeline engineering. This role focuses on developing design solutions for water, wastewater, and stormwater infrastructure, including site development, grading, and linear utility systems. Responsibilities include technical analysis, preparation of construction documents, and coordination with multidisciplinary teams to deliver high-quality, compliant designs.
Key Responsibilities:
• Support the design and execution of civil site development and infrastructure projects, including grading, drainage, roadway, and utility improvements.
• Develop and refine conveyance and pipeline designs for water, wastewater, recycled water, and stormwater systems, ensuring efficiency and constructability.
• Perform engineering analyses and calculations related to pipeline hydraulics, system capacity, and site drainage.
• Conduct hydraulic and hydrologic modeling using tools such as H2ONet, Hydra, and WSPG to support pipeline and stormwater system design.
• Prepare and review construction documentation, including civil plans, utility layouts, profiles, specifications, cost estimates, bid packages, and as-built drawings.
• Design and support implementation of stormwater conveyance systems, including pipe networks and open channel drainage systems.
• Coordinate with multidisciplinary teams (survey, geotechnical, structural, environmental) to integrate site and utility designs into overall project delivery.
• Support utility master planning and feasibility studies, focusing on alignment, sizing, and expansion of pipeline networks.
• Perform plan checks and design reviews to ensure quality, accuracy, constructability, and compliance with applicable codes and standards.
• Assist with permitting, site assessments, and constructability reviews for civil and utility infrastructure projects.
• Contribute to cost estimating, value engineering, and optimization of pipeline and site development designs.
• Promote continuous improvement through application of engineering best practices in civil and utility design.

Minimum Qualifications

Bachelor's degree in Civil, Environmental, or Mechanical Engineering or related discipline. Professional engineering (PE) license. 10 years of related experience. Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands. Equivalent additional directly related experience will be considered in lieu of a degree.

Skills and Abilities

• Demonstrated experience leading water-related engineering projects.
• Proven ability to guide teams of engineers and scientists.
• Strong technical expertise in water and wastewater infrastructure design.
• Commitment to high-quality work, client service, and professional development.
• Knowledge of computer assisted design and drafting (CADD) 3D and 4D software and practices.
• Knowledge of engineer principles of design. Knowledge of Microsoft business software (excel, word, etc.).
• knowledge of state and local regulations

All bonuses at CDM Smith are discretionary and may or may not apply to this position.
