About this role

The IT Strategic Planning and Delivery Manager serves as the Office of Information Services' (OIS) primary lead for IT strategic planning, procurement, contract and vendor management, and technology acquisition governance. Reporting to the OIS Director, this position fulfills the agency's Agency IT Resource (AITR) role within VITA's Commonwealth Technology Portfolio (CTP), ensuring compliance with VITA Project Management Division (PMD) and Supply Chain Management (SCM) guidelines across IT contracts, procurements, and registered IT investments. 

 

This position oversees the full IT procurement lifecycle - from receiving Statements of Requirements (SORs) through Statement of Work (SOW) development and contract execution, to ongoing contract oversight during project delivery. IT Strategic Plan (ITSP) management in CTP is a shared responsibility coordinated among this position, the OIS Director, and the Enterprise Architecture and Infrastructure Manager. 

 

The IT Strategic Planning and Delivery Manager oversees the OIS Project Management Office (PMO) team and directly supervises the IT Administrative Specialist, who handles purchase coordination, software license renewals, SPCC purchases, and budget planning and reconciliation across OIS cost codes. 

 

Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Responsibilities

  • Fulfill the Agency IT Resource (AITR) role: manage BRTs/BRNTs, IBCs, PGRs, and procurement registrations in VITA's CTP system (Planview); monitor and process AITR KSE queues for IT service and demand requests. 

  • Serve as the primary agency interface with VITA PMD and SCM for all IT projects, procurements, and RFPs subject to VITA oversight; ensure DEQ's compliance obligations are met on schedule. 

  • Receive SORs from program areas and/or the PMO; coordinate with CAI and vendors to develop and execute corresponding SOWs in accordance with VITA SCM standards and DEQ procurement requirements. 

  • Collaborate with the Office of Procurement Services (OPS) and program staff to facilitate RFIs and RFPs as appropriate, including COV Ramp reviews, Cloud Terms negotiations, and Sole Source Justifications. 

  • Oversee all IT contract and vendor management activities, including software licensing renewals, contingent labor contracts, and staff augmentation engagement management in VectorVMS; serve as the primary OIS liaison to CAI and staff augmentation firms. 

  • Provide contract oversight during project execution, including invoice review, deliverable acceptance, and purchase order sufficiency monitoring. 

  • Review and approve IT Administrative Specialist SPCC purchases; ensure proper reconciliation and documentation within required timeframes. 

  • Collaborate with the OIS Director on budget planning and management across all OIS cost codes throughout the fiscal year. 

  • Collaborate with the OIS Director and Enterprise Architecture and Infrastructure Manager on DEQ's ITSP; coordinate with VITA's ITSP contact to ensure CTP submissions are accurate and timely. 

  • Directly oversee the PMO: set direction and priorities, conduct performance evaluations, and provide coaching and professional development for PMO staff. 

    • Directly supervise the IT Administrative Specialist: assign and prioritize work, conduct performance evaluations, and provide professional development guidance. 

    • Perform other duties as assigned, including support for agency-wide initiatives and emergency response activities. 

Qualifications

  • Experience in IT procurement, contract management, or vendor management in a Commonwealth of Virginia agency or comparable government environment. 

  • Knowledge of VITA PMD and SCM policies and Commonwealth IT procurement standards, including SOR/SOW development and contract lifecycle management. 

  • Experience with or the ability to become proficient in VITA's CTP system (Planview), including BRTs/BRNTs, IBCs, PGRs, and procurement registrations. 

  • Knowledge of IT strategic planning principles; experience contributing to or leading IT strategic plan development at the state or local government level  

  • Experience in a supervisory role with demonstrated success in staff development, performance management, and workload coordination. 

  • Ability to manage multiple priorities independently and communicate effectively with technical and non-technical stakeholders at all organizational levels. 

  • Familiarity with Commonwealth budget and fiscal management processes, including purchase order management and SPCC processes 

  • Familiarity with VectorVMS or comparable staff augmentation management systems preferred. 

  • Knowledge of project management best practices. Experience leading large and complex IT projects preferred. Project management certifications (PMP, PMI-ACP, SCM, etc.) 

  • A combination of education, experience, and training in Information Technology, Business Administration, Public Administration, or a closely related field. 

  • Must complete an annual Statement of Economic Interest and Virginia State and Local Conflict of Interest Act Training (bi-annually).
