About this role
The Community Based Foster Care Recruiter is responsible for increasing the pool of foster, adoptive, and kinship families by developing community relationships, raising awareness, and guiding prospective caregivers through the initial phases of the licensing process. The role combines outreach, engagement, and administrative support to build and maintain strong family networks aligned with Arrow’s mission to support vulnerable children.

Other duties may be assigned as necessary.
- Represent the Arrow program at community events and other activities that are appropriate to promoting the awareness of foster care and the Arrow foster care brand.
- Develop partnerships with local organizations, church collaboratives, and other community partners to move the foster care recruitment processes forward for office/territory assigned.
- Ensure that all marketing and advertising needs are coordinated with the corporate office marketing team. Partner with Arrow’s marketing team to develop recruitment campaigns.
- Develop and distribute marketing materials (flyers, brochures, social media posts) to promote the need for foster and adoptive families.
- Conduct all Pre-Service Module Training for incoming foster and adoptive families.
- Develop a recruitment and retention plan, with approved benchmarks by supervisor, in conjunction with Texas state leadership team.
- In conjunction with the local program office, develop and help implement a retention plan for foster parents. This should include strategies that will focus on ways to keep licensed families supported and engaged.
- Maintain recruitment records, including contact logs and outcomes through HubSpot or other database tracking in alignment with agency standards and licensing regulations.
- Schedule and conduct home visits with kinship caregivers or foster/adopt families to help complete application and related documents.
- Attend agency and State/Licensing trainings and meetings as required.
- Perform all duties within contract, state and federal regulations, company policy, and regulatory agency standards.
- May be required to drive vehicles, be insurable with our auto insurance provider, and complete company vehicle training.
Bachelor’s degree in Human Services, Social Work, or in a related field required and at least 1 year experience working with families preferably in the child welfare industry. Experience or work in Human Service field will be permissible with ability to present and train to large community stakeholders. Strong presentation skills are a requirement for this role.
