ABOUT OUR DISTRICT: 

The Syracuse City School District is undergoing a new phase of innovation and transformation with the goal of ensuring that all students graduate high school with the skills needed to be ready for college and career. For Syracuse, all means all. The School Board and Syracuse community have charged the Superintendent with improving student achievement, and she is seeking a dedicated and diverse team of educators to partner with her in moving the district toward its goals. 

The Syracuse City School District represents 35 schools and programs, including 6 high schools, 6 middle schools, 6 K-8 schools, 13 elementary schools, and 4 alternative education programs, serving approximately 19,000 students Pre-K–12. Of these students, 82.3% qualify for free or reduced-price lunch, 20.1% are served by the Office of Special Education, and 83% are students of color.  

JOB DESCRIPTION: 

The Community Recruitment Coordinator serves as an ambassador for Syracuse City School District's for community-based recruitment and talent pipeline development. This position is responsible for developing and maintaining strategic partnerships with local organizations, educational institutions, community agencies, faith-based organizations, workforce development programs, and other stakeholders to attract, recruit, and retain highly qualified and diverse candidates for instructional, administrative, and operational positions throughout the District. 

The Community Recruitment Coordinator develops and executes outreach strategies that align with the District's comprehensive recruitment plan and staffing goals. The incumbent promotes awareness of employment opportunities, supports workforce development initiatives, assists candidates through the application and onboarding process, and helps reduce barriers to employment. The position plays a critical role in ensuring SCSD maintains a robust pipeline of candidates reflective of the diverse community it serves while supporting the District's commitment to excellence, equity, and belonging.

REPORTS TO: Executive Director of Recruitment, Selection and Retention 
 

TYPICAL WORK ACTIVITIES AND JOB EXPECTATIONS: 

  • Develops, implements, and evaluates recruitment strategies to support the District's staffing goals for instructional, operational, administrative, and support positions. 

  • Establishes and maintains strategic partnerships with colleges, universities, workforce development agencies, community organizations, faith-based institutions, and other organizations that support candidate recruitment and workforce development. 

  • Serves as a highly visible representative of the District at job fairs, hiring events, career expos, community meetings, college recruitment events, and other outreach activities.

  • Develops partnerships with colleges and universities to attract candidates. 

  • Creates and implements targeted recruitment campaigns to address high-need staffing areas and hard-to-fill vacancies. 

  • Promotes employment opportunities through presentations, workshops, informational sessions, social media outreach, and community engagement activities. 

  • Assists prospective candidates with navigating the application process and understanding employment requirements.

  • Coordinates and supports district-wide recruitment fairs, hiring events, and pipeline development initiatives. 

  • Facilitates the pre-service teacher and student teacher process throughout the District

  • Promotes and administers District career ladder programs and workforce development initiatives. 

  • Maintains ongoing communication with prospective candidates and new hires to support engagement and retention efforts. 

  • Tracks recruitment event participation, applicant sources, candidate pipeline activity, and partnership effectiveness.

  • Maintains records and prepares reports on recruitment activities, outreach efforts, and program outcomes. 

  • Assists with the development of recruitment marketing materials and employment branding initiatives.

  • Utilizes recruitment data to recommend improvements to recruitment practices and candidate engagement strategies.

  • Performs related duties as assigned.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

  • Good knowledge of the principles and practices of recruitment, talent acquisition, workforce development, and employee retention. 

  • Good knowledge of community outreach, partnership development, and relationship management.

  • Good knowledge of employment practices and applicable federal, state, and local employment laws and regulations. 

  • Good knowledge of public education systems and workforce challenges facing urban school districts.

  • Ability to identify staffing needs and implement effective recruitment strategies.

  • Ability to establish and maintain effective working relationships with community organizations, educational institutions, and District personnel. 

  • Ability to communicate effectively both orally and in writing, including public presentations and community engagement activities. 

  • Ability to organize and coordinate recruitment events, hiring initiatives, and workforce development programs.

  • Ability to collect, analyze, and utilize recruitment data to support decision-making and continuous improvement.

  • Ability to work independently while maintaining strong collaboration with internal and external stakeholders.

  • Strong interpersonal, networking, and customer service skills.

     

MINIMUM QUALIFICATIONS

Open Competitive:

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's Degree and two (2) years of professional experience, or its part-time equivalent, in Human Resources, Recruitment, Workforce Development, Community Engagement, Education, Public Relations, Program Administration, or a closely related field; or

B. Six (6) years of progressively responsible experience, or its part-time equivalent, in recruitment, workforce development, community engagement, education, human resources, or a closely related field, at least two (2) years of which must have been in a professional capacity; or

C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above. 

POSITION HOURS: 

  • This is a 12 month position, 40 hours per week. 

  • Evening and weekend work may be required to support recruitment events, community reach activities, and staffing initiatives

 

SALARY/SALARY RANGE: 

  • Benefits and compensation per the Unit 11 Collective Bargaining Agreement. Salary range for a Community Recruitment Coordinator is $77,976-$105,824

  • QUALIFICATIONS:

  • To be considered, all candidates must meet the minimum qualifications of the position as outlined on the Onondaga County Civil Service job specifications for this title.

  • NYS HELPS Program will allow us to hire for this position without participating in the Civil Service exam or being appointed from an eligible list. The selected candidate will serve a 52-week probationary period, and the position will mature into a permanent appointment.

  • The successful candidate will be required to pass a fingerprint-based background check, at the cost of $104.50 to the candidate.
