Brief Job Description:
Texas Health and Human Services Commission (HHSC) Community Services’ division seeks a highly qualified candidate to fill the Data Analyst IV position within Business Operations. Community Services is a division within Behavioral Health, Disability & Aging Services (BHDAS). The ideal candidate excels in teamwork, upholds high standards and accountability, embraces curiosity and learning, applies critical thinking to tasks, and uses creativity for innovation.
Reporting to the Manager, Data and System Operations, Data Analyst IV handles advanced data analysis and research tasks. Work consists of analyzing data, researching extensively, delivering results, creating interactive dashboards, and ensuring data quality. The position supports all Community Services programs and initiatives division-wide.
Additional responsibilities include reporting activities for the division through the preparation and analysis of a variety of data. This encompasses, but is not limited to, Community Services measurements of success, program metrics, legislative budget board performance, as well as workforce, financial, system, and management reports.
May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
EJF 1: Business Operations Data Analysis (30%)
Prepares concise, comprehensive technical reports to interpret and present divisional data to CS leadership. Acquires data from different sources and reviews the information through multiple database resources to provide the accurate and understandable analysis. Responsible for accurate reporting, along with the development of a variety of reporting outputs to meet the needs of multiple internal and external stakeholders. Analyze divisional program and financial data to reveal trends and drive strategy.
EJF 2: Coordination and Process Implementation (30%)
Leads divisional coordination of data and compiles results to report program and divisional progress towards successfully meeting performance measurements. Assists with the development of processes and procedures to ensure data is consistently and routinely reported at the division level. Assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality and improvement. Plans, develops, and conducts projects related to statistical and data analyses.
EJF 3: Consultation and Development (20%)
Consults with leadership and staff to provide solutions to support operational activities. Provides data related consultative services and technical assistance. Coordinates with program areas to initiate program evaluation studies and quality improvement initiatives including design, implementation, analysis, and evaluation. Designs engaging and interactive business insight dashboards for program staff, leadership and stakeholders to make informed programmatic decisions. Produce routine reports and dashboards which fulfill information requests meeting stakeholder requirements and needs.
EJF 4: Technical Assistance (15%)
Provides technical assistance to divisional staff to display data and analysis in an understandable way. Responsible for guiding CS leadership and programs in appropriate and effective use of data and strategies that optimize statistical efficiency and quality.
EJF 5: Other Duties as Assigned (5%)
Adhoc assignments related to program areas, special assignments and other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the division and agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills, and Abilities (KSAs):
Knowledge of developing, maintaining and managing data driven dashboards and analytics using Power BI, Tableau, SmartSheets or other data visualization tools.
Knowledge and experience on data visualization best practices, with focus on enhancing user interaction and user experience.
Knowledge of statistics and analyzing large and complex data sets and running queries.
Knowledge of report writing and presenting findings to audiences comprised of all position levels, including leadership, staff, internal and external stakeholders.
Knowledge of database design development, data mining, and segmentation techniques.
Knowledge of record keeping, including security procedures for handling, protecting, and distributing confidential data.
Skill in using of Power BI, Tableau, SmartSheets or other data visualization tools.
Skill in using SAS, SQL, ACCESS or other statistical and database management software.
Skill in the use of a computer and applicable software.
Skill in analyzing problems and devising effective solutions.
Skill in conducting data searches, in evaluating and translating large amounts of data and in critical thinking.
Skill in working directly with business analysts or business stakeholders to gather and validate functional requirements and provide the design specifications.
Ability to compile, review, and analyze data.
Ability to prepare reports and communicate results effectively.
Ability to maintain accuracy and attention to detail.
Ability to provide guidance to others based on data outcomes.
Registrations, Licensure Requirements or Certifications:
NA
Initial Screening Criteria:
Graduation from an accredited four-year college or university. Experience may be substituted year for year to meet the education requirement.
At least 3 years of experience analyzing qualitative and quantitive data sets, preferably for federal or state government, or a nonprofit organization.
At least 1 year of experience developing dashboards and visualization tools for reporting.
