Description of Job
The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
This work unit exists to (1) Protect and improve the health, safety, and welfare of patients and clients in health care agencies in the State of Colorado, by securing compliance of licensed and certified agencies and providers, utilizing applicable State laws and regulations, (2) to provide public information on health care agencies, (3) and to assure compliance with applicable laws, regulation codes and professional standards of practice.
What You Will Do:
This position is responsible for training, mentoring and supervising a team of six or more Health Professional IIIs and/or IVs to ensure complaint investigations are conducted in an efficient, effective, and consistent manner with a focus on resident-centered outcomes. This position reports directly to the Section Manager and is responsible for the following:
Supporting workload priorities, coordination and assignment of workload.
Carrying out and participating in field complaint inspections and leading, supervising, training and supporting field staff.
Reviewing complaint investigation files for organization and completeness, reviewing deficiencies for completeness and providing constructive feedback to minimize deficiency edits and corrections and ensure proper final disposition of work products.
Supervise staff – including coaching, mentoring and feedback, approve work/leave time, conduct progress and performance evaluations and participate in formal counseling and personnel actions with the manager.
Represent the Division to assist with resolving conflicts with providers and other parties, as a speaker and representative for policy, conference and regulatory meetings/gatherings.
Perform workload tracking and monitoring and work with the manager to meet program deadlines.
Key Responsibilities:
Works collaboratively with the program manager to plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.
Provide field supervision on an individual and team basis providing constructive feedback, training and coaching to optimize performance and investigative expertise.
Provide advanced training with strong directions, support and demonstration of process for staff and team members with little to no experience in this level of investigation.
Performs complaint investigations for egregious matters of concern with one or more additional staff and assumes full responsibility for distribution and assignment of investigative tasks to others, the direction, scope and depth of investigation and evaluation of the final work product for decision making.
Assesses and evaluates health care facility quality of care, services and treatment of residents/patients as well as facility practices through observations, record reviews and interviews with residents, staff, family members and outside agencies and medical professionals.
Perform other duties and tasks assigned which may include attending meetings, special short-term projects, representing the Division at meetings, giving presentations, and speaking at conferences.

Experience Only:
Eight (8) years of relevant experience in health care in a facility or program regulated by the Health Facilities and Emergency Medical Services Division, experience in healthcare regulatory compliance or surveying, or closely related experience.
OR
Education and Experience:A combination of related education in Public Health, Social Work, Nursing, Healthcare Administration, Psychology, or closely related field, and/or relevant experience in health care in a facility or program regulated by the Health Facilities and Emergency Medical Services Division, experience in healthcare regulatory compliance or surveying, or closely related in an occupation related to the work assigned equal to eight (8) years.

In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
Two years of previous surveyor work experience.
Prior supervisory experience.
Surveyor Minimum Qualifications Test (SMQT) certification.
CONDITIONS OF EMPLOYMENT:
A pre-employment background check will be conducted as part of the selection process.
Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

TRAVEL:
Monthly travel of up to 50% in order to conduct surveys of health care facilities across the state of Colorado.
On average, 1 overnight stay in a hotel, when traveling.
PHYSICAL DEMANDS:
Must be able to lift and carry up to 45lbs. of equipment for extended periods of time.
Must be able to walk or stand for extended periods of time including climbing multiple flights of stairs.

Must obtain an influenza shot annually prior to the onset of the flu season or wear a mask while on facility/agency premises.**See Note
Must be willing to work in environments where contagious diseases may be present. Must be able to perform annual fit testing for N-95 masks, as well as complete annual training on donning and doffing of personal protective equipment (PPE).
Must be able to work occasional evening, night, weekend, or holidays depending upon circumstances of survey or complaint.
Requires the use and operation of state fleet vehicles.***
