Works under general supervision of the Laboratory Supply Group Manager with considerable latitude for the use of initiative and independent judgment. Provides senior level laboratory consultative support services for the activities of the Container Preparation Group. Supervises Container Preparation staff in regards to area policy and procedures. Assigns or performs a variety of laboratory shipping, receiving, stocking and inventory activities including updating inventory records. Solves logistical and technical problems. Provides detailed customer service via phone correspondence to determine need of correct laboratory supplies for collection of facility specimens. Based on your work area, consistently comply with DSHS Laboratory, local, state and federal guidelines to ensure a safe functioning laboratory. Performs other related work as assigned including COOP activation.

Essential Job Functions:

Serves as Team Lead for Laboratory Container Prep Group. Coordinates the daily duties of laboratory technicians for preparing laboratory mailing container components, specimen cold boxes, Newborn Screening supplies and fulfilling of external laboratory testing supplies requests. Monitors quality of containers and kits produced for laboratory testing. Ensures that an adequate supply of container/kit components are available at all times to ensure laboratory testing is not delayed. Reviews the accuracy of product, lot numbers and expiration dates of fulfilled supply requests for shipment to statewide submitters, according to Standard Operating Procedures. Ensures that all orders are shipped within five working days of receipt from approved Texas healthcare providers. Ensures that end of day duties/reports are completed. Solves logistical and technical problems. Coordinates workload and technical support problems or difficulties with Group Manager to minimize downtime or delays. Ensures tasks on priority specimen supply orders are assigned. Participates in QA problem solving; follows all QA/QC procedures and monitors program peers to ensure QA; reports any errors and problems to Group Manager. Reviews program policies to identify gaps in resources and recommend improvements. (35%)

Develops methods for improving the efficiency of receiving and shipping laboratory supplies. Reviews on program policies and procedures to ensure adherence to certification requirements and/or regulations. Assigns and/or performs a variety of laboratory shipping, receiving, stocking and inventory activities including updating inventory records. Audits supply requests, issue pick orders and packing slips when Group Manager is unavailable. Performs laboratory stock and inventory counts daily. Inputs weekly inventory request by established deadline. Receives and checks weekly receipt of restock items for quantity, lot numbers and expiration dates to ensure integrity of laboratory testing. Enters supply receipt information into inventory program. Updates laboratory stock to remove expired quantities and supplies. Maintains area in a neat and orderly manner. Prepares and ships NBS laboratory specimen submission forms when area is understaffed. Analyzes operational issues and report finding and recommendations for potential update to program procedures. (30%)

Provides customer service by acting as a subject matter expert for the program area by answering phone calls from submitters requesting information regarding shipped supplies or account status. Performs office procedures including the copier, fax, answering phone calls and/or transferring calls to appropriate personnel within the Laboratory. Provides other Laboratory employees and the public with technical information concerning shipping laboratory containers and kits. Assists in reviewing and resolving technical/logistical problems or refers customer to appropriate personnel. Determines circumstances surrounding customer complaints and notifies supervisor for further instructions as needed. (15%)

Participates in interviewing candidates to fill positions within Container Preparation Group. Serves as a backup for Laboratory Supply Group Safety Coordinator. Ensures continual observation of area to minimize the risk of job-related activities and monitors operations to eliminate hazardous activities. Requests information and clarification on safety requirements from Safety Office prior to changing or implementing new procedures. Ensures the required safety and health documents, periodic inspections of all safety equipment and other safety measurements are complete and up to date. Assists Safety Office in accident investigation and proposes corrective actions. Provide guidance to others to perform assigned tasks. Develops subject matter relating to improving program support to customer base by ensuring order requests are accurate. Serves as program liaison for external customers by following up on any delinquent requests and account holds. (15%)

Performs other duties as assigned. Provides program support by collecting data and generating ad hoc reports to develop peers and/or program policy. Analyzes results of data collection and discusses implementation and plans future program training and development with Group Manager. Assists Group Manager in reviewing program budgets to replenish program consumables. Assists Group Manager in reviewing and developing talking points regarding state legislation for potential program impacts. Other duties as assigned include but are not limited to:  actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Licesure, Certification or Registration:

Must possess a valid Class C Texas driver's license, or equivalent license from another state.

Knowledge, Skill and Attributes:

General knowledge of microbiological and chemical principles and terminology. 
General knowledge of office practices, managerial principles and administrative procedures; including computer data entry and retrieval.
Knowledge of warehouse procedures, including methods of proper and orderly storage, issuance of supplies and basic stock inventory procedures.

Initial Selection Criteria:

REQUIRED:

  • Experience with shipping or tracking systems
  • 3 years+ experience with inventory, stocking, warehouse or logistics processes

PREFERRED (not required):

  • 2 years+ experience in a team lead, supervisor or manager role
  • 2 years experience in a clincal, research or environmental laboratory
  • 2 years experience checking in and receiving/accepting clinical samples
  • Experience in shipping of hazardous/dangerous goods

Additional Information:

Work Schedule: Must be willing to work holidays and weekends per leadership direction as needed. Must be willing to work hours other than 7:30AM to 4:30PM.

Transportation:Employee is responsible for transportation to and from work place. If an employee operates a personal or state motor vehicle in the performance of their official duties, the employee must possess a current valid Texas Driver's License for the approppiate type of vehicle. Safe operation of eithe a state owned vehicle or personal vehicle is required to conduct state business, applicants will have their driving records checked through the Department of Public Safety and applicants must have a valid Class C Texas Driver's License or equivalent license from another state.
