Job Title: Contract Administrator – Data Analytics

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The General Services Department is looking for a creative, enthusiastic, self-directed, and organized Contract Administrator. This role requires strong analytical thinking and proficiency with a range of data tools. The Capital Projects Contract Administrator performs professional level data analysis and contract administration duties. Candidates should possess a thorough understanding of contracts, demonstrate strong communication and coordination skills and the ability to develop and implement processes. The selected candidate will perform professional data analysis and process implementation in Capital Projects contracts as well as monitor and resolve problems and disputes related to compliance with contracts. This role will optimize project performance, ensuring timely and cost-effective project completion. The ideal candidate will have experience developing Power BI dashboards from scratch, including data modeling and visualization, as well as creating solutions using other Microsoft Power Platform apps, such as Power Apps and Power Automate.
This position will be responsible for the following duties:
RESPONSIBILITIES/DUTIES
- Develop and implement processes and procedures for capital projects management.
- Create procedures, checklists, and templates for the Design & Construction Division.
- Utilize Power BI and Power Apps to create dashboards and tools that support processes and procedures.
- Track project-related data and produce regular reports on project status, timelines and key metrics.
- Draft and review Request for Council Actions (RCAs), Request for Proposal (RFP and RFQ) packets for the solicitation of vendors, contract amendments, Ordinances, Professional Services Contracts and Construction Contracts.
- Identify opportunities for process improvement and contribute to continuous enhancement of analytics practices.
- Review the work of others to check for errors and omission of information.
- Reviews and approves progress payments and other disbursements.
- Follow-up with management on contract compliance issues.
- Reviews and verifies insurance and bond documents for city contracts.
- Works with Finance Department and other City departments to resolve problems regarding agreements and create Project Budget Justification Forms.
- Works with Project Managers to ensure compliance with agreements.
- Performs other duties as assigned.
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
Position Duties
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Government or closely related field.
EXPERIENCE REQUIRMENTS
Two years of contract compliance or other related professional analytical compliance experience are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

Minimum Qualifications
PREFERENCES
Preference will be given to candidates with the following experience as well as eligible veteran applicants:
- 3 years’ demonstrable experience with data analytics tools such Power BI and Advanced Microsoft Excel
- Strong planning, documentation, and process-tracking skills
- 3 years’ experience with software such as Microsoft Project Management, CPMS, and CMMS systems
- General understanding of City procurement and contracting processes
- Demonstrable experience with contract terminology
- Experience with SAP – setting up funding
- Experience using One Drive
