The Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.

The Data & Performance Unit (DPU) within the Housing Division (HD) is responsible for large scale system-wide initiatives related to homelessness and housing data systems, analysis, research, evaluation, and technical assistance. DPU teams work to support communities by:
•Strengthening data collection methods,
•Safeguarding the privacy and security of protected data,
•Improving data quality and data literacy,
•Producing actionable and accessible analysis,
•Evaluating performance and disparities, and
•Providing technical assistance to strengthen responses to homelessness and housing crisis.

The Coordinated Entry Team Manager provides leadership and oversight for the Data & Performance Unit's (DPU) Coordinated Entry program within Washington's Balance of State Continuum of Care. This position supervises the Coordinated Entry team, ensures compliance with U.S. Department of Housing and Urban Development (HUD) Coordinated Entry requirements and other applicable federal and state regulations, and leads implementation of Coordinated Entry initiatives identified in the 2024–2029 State Homeless Housing Strategic Plan. The manager is responsible for statewide Coordinated Entry policy development, compliance monitoring, technical assistance, performance improvement, governance support, and cross-system collaboration to ensure communities maintain equitable, consistent, and effective access to housing resources. This position plays a critical role in preserving Commerce's compliance with federal Continuum of Care requirements, supporting community partners, and advancing statewide strategies to reduce homelessness.

Position Duties

Supervise and Lead the Coordinated Entry Team:
•Supervise, mentor, and evaluate Coordinated Entry team staff through regular meetings, performance evaluations, and coaching to ensure high-quality performance and achievement of program objectives.
•Establish work priorities, assign and monitor workload using work plans, project tracking tools, and program priorities to ensure timely completion of assignments and effective program operations.
•Support employee development by identifying training needs, coordinating professional development opportunities, and providing ongoing guidance to strengthen staff knowledge, skills, and performance.
•Foster a collaborative, inclusive, and high-performing team environment by facilitating communication, promoting continuous improvement, and encouraging accountability to achieve program goals.

Oversee Coordinated Entry Program Operations:
•Provide strategic leadership for the Coordinated Entry system within Washington's Balance of State Continuum of Care by establishing program priorities, coordinating statewide activities, and guiding implementation to ensure equitable and effective access to housing resources.
•Oversee the development, implementation, and continuous improvement of Coordinated Entry processes, policies, guidance, and business rules using federal requirements, data analysis, and stakeholder feedback to improve program consistency and effectiveness.
•Ensure consistent implementation of Coordinated Entry standards and best practices across local communities by providing guidance, monitoring performance, and coordinating with community partners to promote statewide consistency.
•Ensure compliance with HUD Coordinated Entry requirements and applicable federal and state regulations by interpreting policy, reviewing program operations, and directing corrective actions to maintain regulatory compliance.
•Oversee Coordinated Entry program activities and performance using monitoring results, performance measures, and reporting processes to support Commerce's compliance with Continuum of Care requirements and maintain eligibility for federal and state funding.
•Coordinate statewide Coordinated Entry governance activities by facilitating meetings, supporting advisory groups, and engaging stakeholders to promote collaboration, informed decision-making, and continuous system improvement.

Ensure Regulatory Compliance and Quality Assurance:
•Develop, maintain, and update Coordinated Entry policies, Washington's Balance of State Continuum of Care Coordinated Entry Guidelines, and operational procedures using federal regulations, state requirements, and stakeholder input to support consistent statewide implementation.
•Direct Coordinated Entry compliance monitoring by reviewing documentation, evaluating local practices, and overseeing corrective action plans to ensure communities meet established program requirements.
•Oversee the development and delivery of technical assistance, training, webinars, and educational resources for local communities and grantees to improve compliance, strengthen program implementation, and build local capacity.
•Explore feasibility of implementing Coordinated Entry data collection within Homeless Management Information System (HMIS), by assessing business needs, evaluating system capabilities, collaborating with HMIS administrators and developing recommendations for possible implementation.
•Identify compliance risks and implement performance improvement strategies by analyzing monitoring results, performance data, and stakeholder feedback to improve accountability and overall system effectiveness.

Lead Strategic Planning and Cross-Agency Collaboration:
•Manage implementation of Coordinated Entry initiatives within the 2024–2029 State Homeless Housing Strategic Plan by developing work plans, coordinating project activities, monitoring progress, and reporting outcomes to achieve strategic objectives.
•Collaborate with Commerce programs, Continuums of Care, local governments, tribal partners, and community organizations through meetings, workgroups, and strategic planning efforts to align Coordinated Entry with statewide homelessness response initiatives.
•Represent Commerce at statewide and national meetings, conferences, and policy discussions by presenting information, providing subject matter expertise, and building partnerships that advance Coordinated Entry priorities and statewide goals.
•Support strategic initiatives that strengthen statewide housing access and reduce homelessness by analyzing program performance, recommending policy improvements, and coordinating cross-agency implementation efforts.

Minimum Qualifications

Required Position Qualifications:
Nine (9) years of combined professional-level experience and/or education that involves program management, policy development, compliance monitoring, technical assistance, performance management, or administration of homelessness, housing, human services, or related publicly funded programs and:
Three (3) or more years (full time equivalency) of professional-level experience that includes following:
•Supervising professional staff or leading complex projects involving multiple stakeholders.
•Compliance monitoring and quality assurance.
•Reviewing, interpreting and implementing state and federal requirements.

Lived experience with housing instability and/or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system will substitute for one (1) year of education beyond high school equivalency and/or professional-level experience.
•What is lived experience? Lived experience is relevant expertise derived from the accumulated personal life and professional experiences of an individual. Experience can be gained through life events, volunteer role/capacity, any experience gained outside of professional paid and unpaid experience, academic or a combination of experiences.

Preferred/Desired Qualifications:
•Experience administering or overseeing a Coordinated Entry system.
•Experience with HUD Continuum of Care and Coordinated Entry regulations.
•Experience working with Homeless Management Information Systems (HMIS) and performance data.

Other Qualifications

Work from Anywhere in Washington State 
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays 
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday. 

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave 
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave. 

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.  

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave 
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
