Coordinator II - Human Resources  (FOR CERTIFIED PERSONNEL)

 

Purpose Statement

 

The job of Coordinator II - Human Resources is done for the purpose/s of coordinating the application and employment process; administering personnel policies and procedures to comply with district, state, and federal regulations; and providing support to applicants, district personnel, and assigned administrators and supervisor.

 

Essential Functions

  • Administers a wide variety of personnel policies and programs (e.g. pre-employment testing, background checks, verification of employment, licensure requirements, salary placements, evaluations, I-9, EEOC, DOL posters, unemployment claims, etc.) for the purpose of complying with district policies, relevant laws, contracts and agreements.
  • Communicates with other employees, departments, administrators, applicants and the public for the purpose of providing information and assistance concerning employment, payroll processing, employee benefits, KPERS and related legal requirements.
  • Coordinates recruitment activities (e.g. job postings, career fairs, social media, advertisements, applicant screenings, etc.) for the purpose of identifying qualified candidates for job openings in a timely and cost effective manner.
  • Coordinates employment process (e.g. applications, hiring paperwork, orientation, badge ID, etc.) for the purpose of meeting district staffing requirements while complying with established guidelines.
  • Coordinates job and salary change processes for the purpose of meeting district staffing and budget requirements while complying with all district, state, and federal regulations.
  • Facilitates training (e.g. AESOP, BusinessPLUS, Timeclock, SharePoint, C-Cure, etc.) for the purpose of educating staff on utilizing software applications to perform their job functions.
  • Informs employees and applicants regarding a variety of procedures and program requirements (e.g. KPERS, the district time clock system, employee benefits, etc.) for the purpose of providing necessary information for making decisions, taking appropriate action, and/or referring to someone else if appropriate.
  • Maintains a wide variety of computerized and manual documents, files and records (confidential and non-confidential) (e.g. personnel files, certifications, evaluations, background checks, physical/TB results, handbooks, badges, etc.) for the purpose of documenting activities, providing accurate information, and complying with all district, state and federal requirements.
  • Maintains the district's Human Resources internal and external websites for the purpose of providing up-to-date information to staff and public on HR related policies and procedures.
  • Manages placement of substitutes for the purpose of ensuring adequate temporary staffing.
  • Monitors time entry systems (e.g. leaves, timeclock actions, etc.) for the purpose of ensuring accurate time for payroll and ensuring compliance with district, state, and federal regulations.
  • Orients new and returning personnel to district policies and procedures for the purpose of providing information and effectively assimilating new personnel.
  • Participates in meetings, seminars and workshops for the purpose of recording events, conveying and/or gathering information, and making recommendations.
  • Prepares a variety of internal and external reports and documents (e.g. letters of intent, at-will agreements, teachers' and administrator's contracts, supplemental contracts, payroll, benefits, board personnel report, staff handbooks, letters of verification for employees, etc.) for the purpose of providing documentation and information to others.
  • Processes a wide variety of computerized and manual documents and materials (e.g. applications, changes in employment status, certificate/credential renewals, contract changes, fingerprints, purchase orders, invoices, etc.) for the purpose of providing documentation and information to appropriate parties in compliance with district, state and federal regulations.
  • Responds to inquiries from a variety of sources (e.g. applicants, human resources staff, district employees, outside agencies, etc.) for the purpose of providing information, facilitating communication among parties and/or providing direction.
  • Supports and coordinates with assigned Human Resources administrators, Human Resource Specialists, and other department staff for the purpose of assisting in the performance of their work activities.

Other Functions

  • Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
  • Performs other duties as assigned for the purpose of task completion.

Job Requirements: Minimum Qualifications

Knowledge, Skills and Abilities

KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions; business telephone etiquette; concepts of grammar and punctuation; office methods and procedures; pertinent policies, regulations and/or laws.

SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include operating standard office equipment; planning and managing projects; preparing and maintaining accurate records; utilizing pertinent software applications; providing quality customer service; and interpersonal skills.

ABILITY is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is limited to moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: communicating with persons of varied backgrounds; working as part of a team and establishing effective working relationships; maintaining confidentiality; adapting to changing work priorities; meeting deadlines and schedules; working with detailed information; working with frequent interruptions; adhering to district policies; and regular attendance except when taking approved leave.

Responsibility

Responsibilities include working under limited supervision using standardized practices and/or methods; directing other persons within a small work unit; operating within a defined budget. Utilization of resources from other work units is often required to perform the job's functions. There is a continual opportunity to impact the organization’s services.

Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 70% sitting, 10% walking, 20% standing. This job is performed in a generally clean and healthy environment.
