About this role
THE POSITION
This position serves as a Bureau of Community Corrections (BCC) Field Lieutenant performing administrative and supervisory work in the care, custody, control, discipline and non-professional counseling of reentrants in the BCC.
Work Location: Scranton CCC located at 240 Adams Avenue, Scranton, PA 18503
Work Hours: Monday through Friday, 1200 to 2000 (40-hour week).
Distribution: This position is open to current Department of Corrections employees only.
This position is eligible for full retirement benefits at age 50/55.
This is management position and is not subject to a collective bargaining agreement or memorandum of understanding.
DESCRIPTION OF WORK
(30%) Directs subordinates and ensures that all assigned duties are within compliance of policies, procedures and regulations governing all aspects of care, custody and control of reentrants in a Community Corrections setting. Plans, organizes, assigns and monitors Community Corrections Center Monitor (CCCM) duties. Conducts inspections of all facility areas to ensure all CCCMs are alert and diligent in the performance of their duties. Monitors CCCM assignments so that maximum effectiveness can be achieved with a minimum of personnel. Conducts semi-annual and annual employee performance evaluations as needed. Assists in the hiring process of subordinate staff. Provides training to new subordinate staff to include on-boarding and on the job training (OJT). Interprets rules, regulations, policies and objectives of the facility for subordinates. Completes EPR’s and Progress Reviews for all CCCM’s assigned to facility as necessary.
(30%) Conducts daily tours of reentrant areas and addresses any concerns. Monitors the surveillance of the facility Closed-Circuit Television (CCTV) system to ensure all equipment is functioning as designed. Reports any issues with malfunctioning security equipment. Reports any observed changes in the personality, demeanor or attitude of reentrants. Participates in infraction hearings as necessary. Maintains and submits all necessary records/reports regarding reentrant activities and incidents.
(10%) Participates in Operations (OPS) inspections/Audits as necessary. Assists in maintaining facility compliance with Prison Rape Elimination Act (PREA) regulations. Maintains a positive relationship with assigned Community Contract Facilities as it relates to security.
(10%) Supervises, investigates and participates in fact-finding sessions concerning violations of the Department of Corrections and facility policies, directives and procedures by subordinate staff. Issues discipline up to a written reprimand or recommend further disciplinary action to the supervisors. Participates in pre-disciplinary conferences and recommends discipline as needed. Investigates grievances and presents at Step 1.
(5%) Participates as a member of the facility management team.
(5%) Prudently acts in crisis intervention and prevention according to established procedures.
(5%) Attends Quarterly Commissioned Officer Meetings.
(5%) Performs other related duties.
ESSENTIAL FUNCTIONS
- Exercise care, custody, and control over reentrants
- Apply physical force and intervention when appropriate and necessary
- Supervise, evaluate, and direct the work of subordinate officers
- Perform physically demanding tasks, e.g. running, physical control of reentrants
- Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp
- Be mobile over all types of physical surfaces and levels
- Spend prolonged periods of time standing or walking
- Spend prolonged periods of time working indoors as well as outdoors in all weather conditions
- Work all shifts and posts (except those that require an active PA driver’s license or equivalent)
- Operate basic office equipment
- Maintain an active PA non-commercial Class C driver’s license or equivalent pursuant to post requirements
- Work overtime, with little or no advance notice, whether on or off duty at the time of notification
- Maintain regular and reliable attendance
- Use and maintain various equipment and tools of the corrections profession
- Properly wear all portions of assigned uniform
- Effectively communicate verbally and in writing
- Establish and maintain effective working relationships
- Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet)
- Visually observe reentrants’ activities
- Administer emergency medical assistance to reentrants and staff
- Provide in service and on the job training
- Attend and participate in all mandatory training and/or testing
- Maintain weapons qualifications per DOC Policy 5.1.1, Section 7
- Travel as required
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

ELIGIBILITY - ALL APPLICANTS:
1. Meet the minimum experience and training (MET's) for the job:
One year as a Corrections Officer 2 (Commonwealth job title); or
Four years of experience in corrections security work in a Pennsylvania state or county corrections facility.
(Note: Persons seeking employment under this option will be required to successfully complete, or have completed, a training program conducted by the Department of Corrections.)
Please Note: Certain SCI Corrections Officer positions will require applicants to have and maintain an active Pennsylvania non-commercial Class C driver's license or equivalent.
2. Be eligible for selection in accordance with Merit System Employment Regulations.
This position is a management position and is not covered by a collective bargaining agreement or memorandum or understanding.
PA Residency is waived for this position.

Class Restrictions for Promotion Without Examination Only – You must have or have held regular civil service status in one of the following classifications:
• Corrections Officer 2
•Corrections Officer 1
• Parole Supervisor
Please Note: We will also consider applications from current Commonwealth employees in pay scale group ST08 for which there is a logical occupational, functional, or career developmental relationship to this position. All applicants must meet the Minimum Experience and Training (MET’s) requirements.
Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
The promotion without examination requirements are issued in accordance with merit system employment regulations.
Selection Criteria:
1. Minimum experience and training required for the job.
2. Meritorious service; defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
3. Applicants must have a minimum of one year in the next lower classes by the posting closing dates with no break in service.
