About this role

THE POSITION

The Critical Incident Manager Assistant Coordinator (CIMAC) serves in an administrative position responsible for management of the PA DOC regional facility Critical Incident Management programs, facility Critical Incident Manager Lt.’s and associated duties as assigned by the Director of the Bureau of Facility Security and Special Operations (BFSSO). The CIMAC must be an effective communicator that is committed to the Department Critical Incident Management system and credible with supervisory and line staff. The CIMAC must also be capable of fulfilling the duties of the Regional Critical Incident Manager Coordinator (CIMC) of Emergency Management as needed.

Distribution: This posting is open to current Department of Corrections employees only.

Work Schedule: Monday through Friday, 8:00am to 4:00pm.

This position is eligible for retirement benefits at age 50 or 55.

This position is not eligible for telework.

DESCRIPTION OF WORK

1. Serve as the DOC Area Command Planning, Operations, Logistics or Finance Subject Matter Expert when the departmental ACP is activated.

2. Represent the DOC as an Agency Representative at the PEMA Commonwealth Resource Coordination Center during any declared emergency at the request of the Chief of Emergency Management.

3. Assist the CIMC with the maintenance and facilitation of the DOC Continuity of Operations Plan and the DOC Continuity of Government Plan.

4. Act as the DOC liaison to the Regional Homeland Security Task Force Law Enforcement Committees.

5. Ensure that the Departments Critical Incident Management plans and manuals are valid, current and audited each year.

6. Review the annual facility Risk Analysis and ensure that the identified risks are incorporated into the facility drill and exercise plans.

7. Mentor and provide any necessary training for facility CIMs.

8. Conduct unannounced readiness inspections at Department facilities annually

9. Respond to and act as the facility CIM/Liaison during any declared emergency if the facility CIM is not available.

10. Continually evaluate Department and institutional Critical Incident readiness and communicate observations and mitigating actions to regional facility managers, Critical Incident Managers and the Director of BFSSO.

11. Coordinate Emergency Support functions with the Departments Critical Incident Managers, Bureau of Facility Security and Special Operations, County Emergency Management Agencies and supporting Emergency Response organizations/vendors.

12. Respond to incidents affecting facilities within the Commonwealth to assist with Incident Command functions.

13. Serve as the Liaison Officer in the DOC Area Command Post to all supporting agencies.

14. Act as PEMA regional representative; coordinate and facilitate regions the annual Facility Support Annex Meetings. Ensure that all CIMs have current annual Letters of Agreement with all supporting agencies/businesses/contractors.

15. Ensure that critical incidents or significant events within the region are reported to the Director of BFSSO, the respective Regional Deputy Secretary and Executive Deputy Secretary.

16. Report any County Emergency Management Agency support or assistance requests immediately to the Director of BFSSO.

17. Maintain the Incident Command checklists, post orders, and emergency manuals that outline procedures necessary to perform the duties of the various support functions, including facility Escape Plans.

18. Facilitate regional Incident Command System (ICS) trainings as requested.

19. Assist facility CIMs with the development of scenarios and facilitation of a minimum of one (1) Full Scale Exercise- HSEEP formatted, one (1) Table Top Exercise, two (2) Drills, six (6) Unannounced Lock Downs, six (6) Unannounced Counts, six (6) Immediate Response Team (IRT) Drills and six (6) Staff Accountability Drills at each facility annually. These events should be conducted during all shifts and involve all areas of the institutions except the visiting area(s) if active.

20. Conduct monthly audits of the CodeRED staff and community emergency notification system.

21. Conduct Quarterly tests of Closed Circuit Television/Video Conferencing equipment.

22. Evaluate all Full Scale and Table Top exercise After Action Reports; forward the reports with corrective actions (if necessary) to the Chief of Emergency Management and copy the assigned Executive/Regional Deputy Secretary within thirty (30) days following the exercise.

23. {ONLY if assigned a facility within 10 miles of a Nuclear Power Plant} Review the institutional Radiological Emergency Response Plan (RERP) annually. (Eastern Region only)

24. Participate with annual DOC Radiological Emergency Response Team training.

25. Ensure that regional facility On-site and Off-site evacuation plans are reviewed annually.

26. Validate facility Quarantine plans annually and conduct bi-annual inspection/inventory of facility Pandemic Supplies at each facility. Ensure that each facility has an established method for rotation of the supplies that have date stamps and expire.

27. Assume an active role during all Command Post activations/emergent situations within the assigned region. Provide position specific direction and training to Command and General staff positions as necessary.

28. Preform additional duties as assigned.

ESSENTIAL JOB FUNCTIONS:

 3.Hearing sufficient to accomplish the above two (2) functions.
 4.Physical ability and mental capacity to operate various types of office and response equipment.
 5.Eyesight sufficient to read reports, correspondence, policies, procedures and other written documents.
 6.Reasoning and analytical abilities sufficient to accomplish effective problem solving.
 7.Cognitive ability to learn new and/or changing work assignment requirements rapidly.
 8.Ability to move adequately to conduct necessary inspections/audits of the various areas of the assigned region.
 9.Ability to travel to other regions in support of emergency operations, trainings and audits.
 10.Ability to work extended hours at remote incident locations as needed.

ELIGIBILITY - ALL APPLICANTS:
1. Meet the minimum experience and training (MET's) for the job:
One year as a Corrections Officer 2 (Commonwealth job title);
or
Four years of experience in corrections security work in a Pennsylvania state or county corrections facility.
(Note: Persons seeking employment under this option will be required to successfully complete, or have completed, a training program conducted by the Department of Corrections.)

Please Note: Certain SCI Corrections Officer positions will require applicants to have and maintain an active Pennsylvania non-commercial Class C driver's license or equivalent.

2. Be eligible for selection in accordance with Merit System Employment Regulations. This position is a management position and is not covered by a collective bargaining agreement or memorandum or understanding.

PA Residency is waived for this position.

Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.


The promotion without examination requirements are issued in accordance with merit system employment regulations.


Selection Criteria:
1. Minimum experience and training required for the job.
2. Meritorious service; defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.

3. Applicants must have a minimum of one year in the next lower classes by the posting closing dates with no break in service.
