About this role

THE POSITION

This position serves as Major of the Guard responsible for the overall administration of an effective custodial security program for the Department of Corrections (DOC) State Correctional Institution (SCI).

Work Schedule: Monday through Friday, 0730-1600.

This position is eligible for full retirement benefits at age 50 or 55.

DESCRIPTION OF WORK

The following duties are performed in accordance with all applicable policies, procedures, and regulations. Ensures 
compliance with the DOCs Administrative Directives, SCI Policies, and ACA Accreditation Standards.

40% Directs the SCIs comprehensive security operation through subordinate officers. Plans staffing schedules and patterns to provide adequate security and supervisory coverage. Develops post orders, duty assignments, goals, and objectives. Assigns investigations to subordinate officers and reviews the results for further action. Reviews misconducts, extraordinary occurrence reports, and other miscellaneous reports to assure consistency, completeness, and accuracy of reporting. Manages designated departmental resources and provides input into budget development. Ensures subordinate officers receive annual and mandatory training. Interprets rules, regulations, policies, and objectives of the institution for subordinates. Conducts monthly commissioned officer meetings to address security concerns, inmate adjustment issues, or operational functions. Performs the full range of supervisory duties.

20% Maintains a working knowledge of union contracts that apply to subordinate personnel and serves as the initial point of contact for union officials for designated work areas. This includes investigating grievances and assisting in developing responses which are filed by the Union. Attend Labor Management meetings and hearings.

10% Conducts routine and non-routine inspections of housing units, outbuildings, centralized services, and other areas to ensure compliance with policies, procedures, and processes. Identifies security deficiencies or related problems and certifies they are corrected in a timely manner.

15% Serves as a causative member at all executive staff meetings. Participates on various committees such as Program 
Review Committee, Crisis Intervention Team, or others as assigned.

10% Develops and revises security-related policies and procedures. Develops security methods, procedures, and regulations for unique situations, which are not guided by existing policies.

5% Performs other related duties as assigned.

ESSENTIAL FUNCTIONS
1. Exercise care, custody, and control over inmates
2. Apply physical force and intervention when appropriate and necessary
3. Supervise, evaluate, and direct the work of subordinate officers
4. Direct facility operations according to established procedures
5. Perform physically demanding tasks, e.g. running, physical control of inmates
6. Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp
7. Be mobile over all types of physical surfaces and levels
8. Spend prolonged periods of time standing or walking
9. Spend prolonged periods of time working indoors as well as outdoors in all weather conditions
10. Work all shifts and posts (except those that require an active PA driver’s license or equivalent)
11. Operate basic office equipment
12. Maintain an active PA non-commercial Class C driver’s license or equivalent pursuant to post requirements
13. Work mandatory overtime, with little or no advance notice, whether on or off duty at the time of notification
14. Maintain regular and reliable attendance
15. Use and maintain various equipment and tools of the corrections profession
16. Properly wear all portions of assigned uniform
17. Effectively communicate verbally and in writing
18. Establish and maintain effective working relationships
19. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet)
20. Visually observe inmates’ activities
21. Administer emergency medical assistance to inmates and staff
22. Attend and participate in all mandatory training and/or testing
23. Maintain weapons qualifications per DOC Policy 5.1.1, Section 7
24. Travel as required

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

RECRUITMENT METHOD:

Applicants must meet one of the following methods to be considered for this vacancy:

• Non-Civil Service Recruitment

ELIGIBILITY - ALL APPLICANTS:
1. Meet the minimum experience and training (MET's) for the job:
One year as a Correction Officer 4 (Commonwealth job title);
or
Six years of professional correctional experience in a Pennsylvania state or county corrections facility, including three years of supervisory experience. (Note: Persons employed under this option will be required to successfully complete, or have completed, a training program conducted by the Department of Corrections.)

Please Note: Certain SCI Corrections Officer positions will require applicants to have and maintain an active Pennsylvania noncommercial Class C driver's license or equivalent.

The Pennsylvania residency requirement is currently waived.
