Brief Job Description

The Department of Family and Protective Services (DFPS) Division Administrator (DA) for Child Protective Investigations (CPI) Quality Assurance (Manager IV) reports to the CPI Director of Quality Assurance. This position provides leadership and oversight for statewide CPI Quality Assurance operations and works collaboratively with State Office and field leadership to support continuous program improvement.

Performs advanced managerial work administering daily operations of the CPI Quality Assurance program. Develops, implements, and evaluates program policies, procedures, and activities to ensure compliance with state and federal requirements. Identifies trends and systemic issues, makes recommendations for program improvements, and communicates findings to executive leadership.

Oversees quality assurance staff, including supervision, training, and professional development. Provides strategic direction for quality assurance case reads and ensures consistency in policy interpretation and practice standards. Serves as a liaison across CPI, CPS, and DFPS divisions and represents CPI in meetings, workgroups, and external forums.

This position exercises extensive latitude for independent judgment, decision-making, and initiative.

Essential Job Functions

Program Management and Leadership

  • Directs the daily operations of the CPI Quality Assurance program.
  • Supervises staff, including hiring, training, performance management, and professional development.
  • Establishes program priorities, goals, and performance measures.
  • Oversees program budget and ensures expenditures align with approved allocations.
  • Develops and implements workflow processes and productivity standards.

Quality Assurance and Program Improvement

  • Directs and evaluates quality assurance case read activities to assess program performance.
  • Identifies trends, systemic issues, and areas for improvement across regions.
  • Develops and implements process improvement strategies to enhance program effectiveness.
  • Ensures program compliance with federal, state, and agency policies, procedures, and regulations.

Policy and Practice Support

  • Provides policy interpretation, guidance, and technical assistance to regional leadership and staff.
  • Evaluates program policies and recommends changes to improve consistency and outcomes.
  • Supports implementation of new policies, legislative requirements, and program initiatives.

Data Analysis and Reporting

  • Oversees the development of reports, analyses, and presentations communicating program outcomes and recommendations.
  • Establishes reporting requirements to ensure accountability and performance monitoring.
  • Reviews and approves reports for accuracy, quality, and consistency.

Strategic Planning and Collaboration

  • Collaborates with executive leadership to develop strategic plans and program goals.
  • Serves as a liaison with internal and external stakeholders, including other DFPS divisions and community partners.
  • Leads or participates in special projects, workgroups, and initiatives impacting CPI operations.
